Uzbek President Islam Karimov has issued a decree on an amnesty for certain categories of convicts on the occasion of the 10th anniversary of the country's constitution.
Under the document, certain types of prisoners convicted of involvement in extremist organizations and anti-state activities will be freed. Those pardoned also include women; men over the age of 60; foreign citizens convicted for the first time. The prison terms of certain categories of inmates are to be reduced.
Was this a result of a pressure from USA and/or international lending institutions on human rights issue? Could it be that people being freed are actually innocent people who were imprisoned for дела, которые им были пришиты?
