www.whitehouse.org is a parody web site making fun of American politics. So yes, it is most definitely a joke. A few years ago, a U.S. Surgeon General was forced to resign after she said that she didn't think masturbation was harmful. As a medical professional, she couldn't in good faith say otherwise, but some religious nuts got their panties in a twist over that and got her fired. So I guess this article is a backlash.
