Tourism is a big business through the world. Some countries heavily rely on such business. There has a big push by the uzbek government to promote tourism in Uzbekistan (paper based only promotions so far). There are many aspects for thriving tourism. For one, there has to be good infrastructural accommodations, and many other logistics to both sides, to local business, people, and the tourists themselves.
My question: Is the uzbek government doing enough to promote tourism in Uzbekistan?
I have here very comical help guide to Uz. One tourist describes his experience during his visit in late '94. I recommend everyone to read it. It's really funny, and sad in a way.

Whatever government ,or any other agentcy does, it just simply cannot offer more than crystal shores of Ibiza for example, at least for young people, which are I think the majority of travellers. let's face it, uzbekistan with it's deserts, without beaches, and plus without public infrastructure, is not one of the favourite places on earth. afterall, what is a holiday? it's not ancient monuments under 40 C heat. Yes, we have some tourists, mainly old people who are bored sitting at home and watching TV.

Depends on what you are looking for. If you are 18, you would probably want to hang out on the beach. Uzbekistan will attract more mature public that appreciates art and history, i.e. age 35 and up. That's the age category which is standing on their feet and can spend money.
Public infrastructure - the pririty thing to take care of here would be hmmm.. excuse me... toilets on the roads.
I believe that bed and breakfast places like Labi Houz in Bukhara have much more to offer that huge hotels. In other words, if you are talking about infrastructure, do not worry abour building Hiltons. Just give people freedom to have small bed-and-breakfasts. Foreigners are more attracted to such places because they let them first hand experience Uzbek culture and traditions.

Yes! Yes! A thousand times yes!
Our public toilets are unsanitary, stinky, and disgusting. Moreover, you have to pay to use them. We should send our janitors for training to Japan, so they can learn what a clean toilet is like. You should be able to eat off the floors! For god's sake, put some soap in the bathrooms. Not a fancy soap, just the cheapest one you can find. As long as one can rid their hands of bacteria. I have to say that when I first came to the U.S., my culture shock was mostly about the toilets: how clean, fresh-smelling, and well-stocked they were. :D
Maybe we would have less diseases like hepatitis and cholera if we could wash our hands after those disgusting public bathrooms?
