Uzbek CabMin Decrees On Payments Of Student Stipends

With the purpose of encouraging students to obtain comprehensive professional knowledge and improving their performance level, creating conditions necessary for further enhancement of the quality of specialists, facilitating creation of the sophisticated system of stipend payments at the higher educational institutions, the Cabinet of Ministers of Uzbekistan decrees on the following:
1. Effective from September 1, 2001 to provide with stipends all students of higher educational institutions (excluding foreign students), who study on full-time basis with state funded grants and self financed-contract payments.
2. Effective from September 1, 2001 the amounts of stipends to be paid to students of higher educational institutions to consider performance level of students and be assigned in the accordance with the following performance results:
- maximum rating points (86-100) - 1.0;
- high rating points (71-85) - 0,75;
- medium rating points (55-70) - 0,5.
3. Ministry of Higher and Medium Level Education jointly with the Ministry of Finance of the Republic of Uzbekistan within one week shall work out and define in the established order the following:
- new amounts of education fees at higher educational institutions for academic year 2001/2001;
- instruction on the procedure of making stipend payments at educational institutions.
4. This decree shall effect students of educational institutions, specified in para 4 of Arcile 2 of the Decree of Cabinet of Ministers ¹253 dated June 12, 2001 “On measures of enhancing the structure of medium special and professional education system”, provided that earlier amounts of stipend payments shall be preserved.
5. Ministry of Finance of the Republic of Uzbekistan shall be responsible to review, jointly with relevant ministries and institutions, the budget expenses of educational institutions in accordance with the appropriate changes to be made for academic year 2001.
6. Responsibility over implementation of this decree shall be laid upon Prime-Ministers of Uzbekistan R. Azimov and H. Karamatov.
