As requested, now there is a checkbox below "Only registered users can reply this topic". If you check it, only registered users will be able to reply your topic. Anonymous users will be denied access (Mujreem's suggestion).
Also, in order to prevent people from registering just for the sake of being able to post messages in "members only" area, I have restricted the minimum number of messages a user is supposed to have in order to be able to post here. Anyone who has less than 50 messages will be denied access in this board.
More suggestions are welcome :)

I have some more suggestions. How about creating a "white list" for those users whom we want to be able to participate in this board? No matter how many messages one has it will be a decision of the board moderator. That way, people won't be flaming the other boards just for the purpose of having 50 posts :-) Every single user would have to be approved by the moderator then...

MegaZ, that's cool that you're making more improvements and asking for some suggestions. In that case, here is the most wanted of mine: To have a magic button next to "quote", "reply" buttons that would translate "Anglican" gibridish into cyrilic characters. Many either forget to use, or too obnoxious to have it right. I personally pay least attention to such posts, but sometimes the post might carry some important message, and I end up decipher these hieroglyphs.
Here are the requirements: Use the same algorithm that you have in your javascript to map the alien characters to more earthlike looks.

Думаю насчет "секюрити" (нежаланных гостей и т.п.) мы вопрос решили. Галочка "для юзеров онли" решает много проблем. В будущем, думаю, что надобность в разделе "Фо мемберс онли" отпадет с активным использованием галочки.
А далее ужесточать правила не стоит. Особенно если мы хотим найти спонсоров (итак карайне трудно - как мы видим). А рекламадатели, к сожалению, не смотрят на качество постов. Они смотрят на кол-во. Для поддержания развития надо балансировать качество с количеством. Поэтому дальнейшее ужесточение правил участия не рекомендуется.
Кстати, как там со статистикой? Какие успехи у форума? Над чем надо работать? как я понял, в резделе статистики тоже произошли изменения (с чем я согласен потому, что необязательно отражать детально всю статистику).

I do not think this is good. What are you trying to accomplish? What is the bottomline?
You and moderators have ENOUGH power and authority to deal with ill-behaved users. You created "registered users only" board. Isn't it enough? If people want discission why don't you let them to do so? After registration, in my opinion regardless the number their posts, anyone may access this board. By the way, what is the maxsimum capasity of this forum to handle registered users? If it is unlimited disregard this question. You have to use your existing authority in order to keep this forum neat and user-friendly before thinking about to create various segregations among users. Favoring the users which you like, giving them special priviliges may frustrate other forum users, especially newcomers. Why are you tying so hard to isolate yourself and several users from the rest of forum participants? If "idiots" insulting you, you can just ban them, can't you?
Honestly to say, I am puzzled about the mission and purpose of this forum. Is this open to everyone or not? Or is this forum espesially desinged for those people who prefer cyryllic; nostalgic and melanholic about USSR;sceptical and irritant to any news and changes? I hope it is not so. You all talk about "open market", "open society", "democracy" but prefer "isolated forum". Very interesting :)

For members with 50 massages only? What's all about? Too many requirements approve from moderators what’s next? Recommendations from other forum administrators? :) Let’s make it simple 50 massages and call it "active members only"! (no white or black list needed)

Я думаю с тем что теперь есть возможность создать сообщение "только для зарегистрированных пользователей", надобность данного форума отпадает. Я перенесу все сообщения на Общий Форум и удалю этот раздел.
По поводу 50 сообщений - будем использовать только если начнется массовый флейм :-)
