As Salaamu 'Alaikum
First and the most important thing is to refer these kind of questions to major scholars as Allaah orders us to ask people of knowledge if we do not know.
Secondly, we do not obey anyone in disobedience to Allaah. In those article this conditions also mentioned. But if some mistake or error seen in ruler then it must not be shown openly rather advise must be given privately not openly. That is the way of Companions and those who follow them in righteousness. another point is we must not rebel against Muslim ruler. rebelling against Muslim ruler is the way of khawaarij.One proof is mentioned in Imaam Al Barbahaaree's Kitaab Sharhus Sunnah:
"Whoever rebels against a Muslim ruler is one of the Khawaarij has caused dissent within the Muslims and has contradicted the narrations and dies a death of the days of ignorance (Jaahiliyyah)"
Hudhaifah (radiallaahu anhu) reports, in a longer hadeeth, that the Messenger of Allah said, “There will come leaders who will not follow my guidance and will not follow my Sunnah. There will be amongst them men who will have the hearts of devils in the bodies of humans.” He (Hudhaifah) asked, “What shall I do, O Messenger of Allah, if I reach that?” He replied, “You should hear and obey the ruler, even if he flogs your back and takes your wealth, then still hear and obey.” Reported by Muslim (Eng. trans. 3/1029/no.4554).
Al-Khallaal reports, in as-Sunnah (no.87), that: Abu Bakr related to us, saying, “I heard Abu ‘Abdullah (Imaam Ahmad) ordering that bloodshed be avoided and he strongly forbade rebellion.”
Even if ruler is kaafir then still we must ask scholars advise and not follow our emotions and thus act hastely. Also from the way of Ahlus Sunnah is to make dua for the ruler not against the ruler.
Thirdly, What I know is ruler of Saudi Arabia , Musharraf are muslims. I dont know condition of Islam Karimov(May Allaah guide him and all of us), that is why I am not able to say anything abt him and we must ask major scholars abt this issue. I did not read from any scholar making takfeer of him. We cannot make takfeer of someone who says I am muslim etc... also ruler of Kuwait is muslim. But for example ruler of Syria is not muslim( as scholars issued fatwa abt this) , because he claims that Ali is Allaah.
It is advised for common people not to go deep into such issues rather leave them to scholars and busy with studying beneficial ilm.
In short yes we must obey Muslim leaders of today and we do not obey them in disobedience to Allaah. We make dua that Allaah guides and and helps them. We do not speak against them openly rather advise must be given in private and always we must refer to major scholars in all of our affairs.

Misery and all misfortunes of moslem people world-wide is the cause of their leaders. How long we'd tolerate their behaviours?
Inshallah Allah will guide them all into the right path, amin.

tarafdor, instead of busying with leaders plz busy with urself, look to yourself and think and correct urself , if everyone does like this then we can see the fruits insha'Allaah. Whatever is befalling on ourselves is because of our sins, following desires etc... it is not right to put everything upon leaders. rather be just that is closer to taqwa.

Mosholloh, you have very kin desire to defend leaders, amd I'm not busy with trifles, I'm looking for more perspectives issues such as, caring my about my family, support those who are in need. Why Uzbekistan can't return it's golden times as it was during 14th century, or people were with 6 hands and 4 legs working hardly day and night. "Baliq boshidan sasiydi, yoki ko'chaga chiqib so'rab ko'ring"

Please make sure your reference is Qur'aan and Sahih Sunnah. And do not follow your emotions rather stick to the Truth and have patience and read these:
He the Majestic and Most High, says:
"And whatever of misfortune befall you , it is because of what your hands have earned. And He pardons much." [ash-Shoora 42:30]
Allah the Mighty and Majestic says:
"Evil (sins and disobedience of of Allah etc.) has appeared on the land sea because of what the hands of men have earned (by oppression and evil deeds etc.), that Allah may make them taste a part of that which they have done, in order that they may return (by repenting to Allah)." [ar-Room 30:41]
