One of them left a notebook with list of prices for several high position in gov. structure. Some of them as I heard were, just for Fergana Valley region,:

Yeah, right. Don't care! But what if a person studies hard, does want to make a difference to his/her country by getting into a solid job in the governmental org-n, and for several years studies hard and works hard to that job, and ends up being fired or not being able to get it because some other guy 'paid more'? H-mm... Of course, we say that there is no justice, but such replies make life more depressing, because that's a sad part of the story, Uzbek people just gave up on the word 'justice'. :(
