dear friend,

that's very good. I'm glad you have decided, however, be ready to be frustrated in some occasions:) Apologies, for not getting back earlier - tooooo busy these days. Ok here are some tips:
Well, the best places to stay would be small hotels - Rovshan would be my recommendation. There are some others as well like Diplomat, Malika etc. I had little business with them. Two main small hotels I know are Rovshan and Orzu (Orzu Grand). Service at Orzu is not so friendly and prices slightly higher than at Rovshan. At Rovshan you can get singles for 25-30 USD and they are pretty nice - several folds better than european motels.
Orzu goes at some 35-40. The rooms are much smaller and services are not top notch as I said.
If you can afford higher fares, then would suggest Raddison. The quality of service and rooms are almost the same as Intercontinental and Sheraton, service probably much more friendlier. Prices could be negotiated at 60-70 per night.
At Intercont and Sheraton it goes around 120, can negotiate to 80-90s if it's long stay (only if there are no events).
Poytaht also nice choice, lots of space in rooms - can play tennis:). Can negotiate at 55-65. All these higher fare hotels are situated at nice and safe places. The Rovshan - it's in the mahallas. But it doesn't matter much, you can easily afford taxies - very cheap - some 12 cents per km.
You can book the rooms via phone, they also offer airport pick up - it is around 5-10 USD. Better than getting taxi at the airport - will see why when coming out of airport:).
Places to eat - go to Chigatoy to check out nice food, be careful, they have tendency to cheat. That's the place to visit once, only to see the old city environment and get the feeling of uzbek environment. Other times you can get the same quality food at any cafes around the city (recommendation would be Bek, Sayyoh, Kasandra etc.). They offer some kind of uzbek food, whereas at Chigatoy, they serve mostly national food. When on spot can ask for more names. At these places you can get good quality food and service for around 3-6USD. At least once you have to check out Bahor restraunt - very nicely ornamented, food is also reasonable priced for the quality of environment.
Unfortunately, I am not in Tashkent right now, otherwise would have helped you out. It would have been a pleasure. Let me know when will be visiting; will give friends' contacts, so if the need you can ask questions. That is the best I can do for now.
If you have any specific questions let me know, would be happy to help even if it comes with long delay:).
good luck and enjoy:)

Forgot to point out - definately check out Sayyoh, they have decorated it in a traditional uzbek way - you' ll enjoy it. The only place decorated that way in the city used to be a place called Caravan. Even if the prices were extremely inflated, most people liked to go there because of decorations. Now you can get the same feeling for better price.
good luck

almost every hotel in tashkent has own guides. u have to let them know that u need a particular service.

if u r looking for somth cheaper, u can ask any receptionist to find someone who speaks good english from universities. now lots of translator students are eager to earn some money. no events are happening in the capital recently. so they look for part-time job.
