Немецкий банк Deutsche Bank АG подал во вторник в суд по банкротству южного округа штата Техас в Хьюстоне документы, в которых опротестовал рассмотрение этим судом "дела "ЮКОСа", сообщает Houston Chronicle. Представители банка заявили, что юрисдикция американского суда не может распространяться на российскую компанию, не имеющую достаточных активов на территории США.
"Эта откровенная попытка искусственно сфабриковать основания для юрисдикции (суда) представляет собой причину для прекращения дела", указывается в документах немецкого банка. В них, в частности, говорится, что несколько миллионов долларов на банковских счетах и пребывание в США одного финансиста компании не является достаточным основанием для того, чтобы "дело "ЮКОСА" было принято к рассмотрению американским судом.

В конце декабря 2004 года российские ракетные войска стратегического назначения провели испытания новой мобильной межконтинентальной баллистической ракеты СС-27 "Тополь-М". Эта новая ракета перечеркивает все усилия Буша по созданию национальной системы противоракетной обороны, так как является неуязвимой для нее и в то же время ставит под вопрос позицию администрации Буша в отношении контроля за вооружениями.
С 1988 пo 1990 годы я работал в качестве инспектора от американской стороны на машиностроительном заводе в Воткинске, где собиралась ракета СС-27 и ее предшественница, СС-25. Когда я начинал работать в Воткинске, американские разведслужбы считали СС-25 самой опасной баллистической ракетой, представляющей главную угрозу для Соединенных Штатов, и было затрачено много усилий на изучение этой ракеты и ее характеристик.

Американские инспектора в Воткинске, а также на нескольких ракетных базах в Сибири собрали много информации об СС-25. Это помогло американским разведслужбам улучшить свои представления о принципе действия ракеты и разработать стратегию противоракетной обороны, которая включает в себя операции по воздушному заграждению.

Во время войны в Персидском заливе в 1991 году американские противоракетные системы оказались не очень эффективными против ракет "Скад". Тем самым были выявлены недостатки способа воздушного заграждения против мобильных ракет. Несмотря на полное господство американцев в воздухе, было практически невозможно обнаружить и разрушить иракские ракеты. Ни одна иракская установка пуска ракет так и не была ликвидирована огнем американцев в той войне. Я говорю это как бывший инспектор ООН в Ираке, где я проводил расследование в отношении иракской ракетной программы.

Быстрый распад Советского Союза отвлек внимание от недостатков американских противоракетных систем. В середине 1993 года министерство обороны США провело анализ возможных угроз, для того чтобы разработать стратегию на период после холодной войны. Американское военное ведомство посчитало угрозу ракетной атаки с территории бывшего СССР или Китая маловероятной. Американские инспектора в Воткинске наблюдали деградацию военной промышленности. Ракеты СС-25 выпускались в намного меньшем количестве, чем раньше, было произведено лишь несколько ракет нового поколения совместного российско-украинского производства, испытания которых никогда не проводились и которые в итоге были списаны в утиль.

В 1994 году, после победы республиканцев на выборах в конгресс США, былa предложена новая программа противоракетной обороны, которая рассчитана на отражение угроз разной степени, от "простой" угрозы (атака пятью ракетами, у каждой из которых имеется одна боеголовка) до "очень сложной" угрозы (атака двадцатью ракетами СС-25, каждая из которых имеет одну боеголовку и оснащена специальными устройствами против систем защиты). На финансирование этой программы в период с 1993 по 2000 год было затрачено 10,8 млрд долларов.

После того как в 2001 году к власти пришел Джордж Буш, отношение к противоракетной обороне изменилось. Соединенные Штаты объявили о своем выходе из договора по противоракетной обороне, который накладывал ограничения на разработку противоракетных систем. Одновременно администрация разработала план создания многоярусной системы противоракетной обороны, в которой ракета уничтожается вскоре после ее запуска другой ракетой, а если этого сделать не удалось, то с помощью спутниковых лазерных пушек и системам перехвата, которые разрушают ракету, когда она вновь входит в атмосферу Земли.

Такая система противоракетной обороны предназначалась против ракет СС-25 и подобных ей или более простых ракет, которые могли быть запущены с территории Китая, Ирана, Северной Кореи либо из другой точки земного шара. Ее создание планируется завершить к 2015 году, и стоимость оценивается в 800-1200 млрд долларов.

Но эта система оказывается беззащитной против российской ракеты СС-27 "Тополь-М", которая имеет ракету-носитель на твердом топливе, поэтому сбить ее на фазе запуска практически невозможно. Она имеет повышенную прочность, что делает ее неуязвимой для лазерных пушек. Специальный двигатель обеспечивает этой ракете высокую маневренность, поэтому осуществить ее перехват крайне трудно, кроме того, она разделяется на три боеголовки и выпускает четыре ракеты-обманки.

Для того чтобы противостоять ракете СС-27, Соединенным Штатам придется создавать новую противоракетную систему с нуля. И даже если удастся создать такую систему, к тому времени русские могут разработать ракету еще более сложной конструкции, опередив на шаг наши контрмеры. США не могут позволить себе тратить миллиарды долларов на разработку систем противоракетной обороны, когда нет гарантии стопроцентной эффективности этих систем. Попытка администрации Буша уповать на достижения технологии, а не на дипломатию, когда речь идет о контроле над вооружениями, не оправдала себя.

Если Америка продолжит двигаться по пути создания надежной системы противоракетной обороны, то придется пойти на значительные сокращения других расходов военного бюджета или направить на эти цели какие-либо другие дополнительные средства. Америка уже вовлечена в войну в Ираке, на которую уходит много сил и средств, возможны конфликты с Ираном, Сирией и Северной Кореей. В этих условиях имеет смысл финансировать и разрабатывать только такую систему противоракетной обороны, которая сможет защитить Соединенные Штаты от угроз, исходящих, в частности, от ракеты "Тополь-М", а не ту, что разрабатывается сегодня.

Администрация Буша сэкономила бы миллиарды долларов и сделала бы Америку более безопасным местом, если бы вместо разработки системы противоракетной обороны прибегла к дипломатии, основанной на заключении договоров по контролю над вооружениями, которая долгое время приносила хорошие результаты.

Издание "Газета" сегодня пытается оценить, во сколько обошлось МГУ празднование 250-летия. Подготовка к юбилейным торжествам началась еще в 2000 г. после выхода указа президента РФ "О праздновании 250-летия основания Московского государственного университета им. М.В. Ломоносова". Приготовления финансировались как за счет средств федерального бюджета, так и внебюджетных источников (собственных денег МГУ и привлеченных спонсорских средств). В период с 2001 по 2004 гг. на эти цели МГУ тратил по 300 млн руб. в год (около $32 миллионов). Всего же ремонт некоторых зданий университета на Моховой, строительство фундаментальной библиотеки и спортивных сооружений, закупка оборудования обошлись примерно в $172 миллиона. Сами торжества, которые начались 24 января и завершатся в ночь на 27 января, финансируются из так называемого праздничного бюджета, размер которого не разглашается.

Я горд тем, что в самое тяжелое для страны время, когда нефть стоила не 54$, как сегодня, а 8,5$ за баррель, когда не было никаких стомиллиардных золотовалютных резервов и ломящихся шальными деньгами стабилизационных фондов, я пришел в нефтяную промышленность и воссоздал компанию, ставшую в 2004 г., перед самым началом, или окончанием, ее разгрома, крупнейшей нефтяной корпорацией России, N 1 по добыче и переработке в стране, обогнав, в том числе, "Лукойл".

Я горжусь тем, что одним из первых в России призвал к прозрачности бизнеса. Нам удалось сделать ЮКОС прозрачной компанией, а свой бизнес - открытым. Мы, тем самым, создали образцы поведения для всего российского бизнеса. И если сегодня акции десятков российских компаний котируются на ведущих фондовых биржах мира, в том есть и наша небольшая заслуга...

ADD, ADHD is bunch of bulls*it IMO.
Nothing that a nice spank in the ass can't cure. If your kid has problems paying attention, it's not because he has ADD, but because you're spending too much time "negotiating" and not spanking him when needed.
I've never heard of this disease in my life, until I went to the US. It's a problem of parenting, and not some made-up disease.

Look at how they raise their children, "Oh Timmy that's wrong you should not do it, now you'll have a 15 minute time-out!"
"You don't listen to me? That's it, you're grounded young man!"
"Mommy said you can't do it, PLEASE listen to mommy!"
Then those dumbass parents run to children psychologists in order to deal with their children's behaviour. Then the therapist who gets a cut out of each drug he prescribes, makes the b*llshit ADD diagnosis, and impressionable parents shove pills down their children's throat.
I want to say to them, "Spank his/her dumb ass you idiots!"

If I didn't pay attention, I got spanked. Plain and simple. I'm sure most of us here did. Did we grow up to be maniacs? No! That's what helps to grow up with a sense of right and wrong, and not become some spoiled know-it-all sissy.

EDIT: I want to clarify that I'm in NO WAY advocating physical abuse. There's a big difference between ass-spanking and physical abuse. Abusive parents are criminals, and should be in jail.

Sorry for the offtop, but I need to clear this up. Frida Kahlo was a famous Mexican painter. She was married to another famous Mexican painter Diego Rivera. She got in an accident as a child and became handicapped. She died in 1954. Her art is disturbing because she had a screwed up life. There is a movie about her with Salma Hayek.

I know for a fact that our Frida Kahlo is not Mexican, but is alive. :lol: Not sure about the painting part.

Sudden sound of Dario G - Sunchyme only harmonized with this mood, but no... the only fact spoiled every little detail of such sunny day. Today is the first day of winter. Today 1st December, and now it is officially wintertime. Happy new season. Have the best expectations come true.

has been pretty busy start for this year.

have been watching plenty hours of tv recently. today, decided to watch the british channel 4's dispatches series: undercover mosque. appallingly shameful realities coming out. some of the preachers don't really care what they talk about, purely brainwash propaganda they talk to people. i'll try to open a thread regarding this programme, please say your word in there.
