No, not really. It is just that capturing Bin Laden was, for the vast majority of Americans, the most important goal of "excursion" to Afghanistan. At this point, it seems less than likely that Osama will be captured. So all the statements Bush and Co. are now making serve to prepare the American public to this idea.
