Registration with Uzbek embassy in DC

I was told that all uzbek citizens who abroad must register with embassy? is this true? has any1 did it before? if yes, what are the procedures?

Dude You do not have to do anything, just throw away the letter in a trash can. Last year, I got similar message from Uzbek Embassy.Because the letter was in Russian, I was really pissed off. If the embassy treats you like that what else can you expect from other people???? Reply to them only if the letter is in Official State Language!!!

recently on C-Spain TV channel I saw representative from Uzbekistan to UN he was talking about fight against terrorism. You know he was talking in Russian. probably there is no Uzbek translators at UN. I think that representatives to UN have to know at least English or French.
