Found this on the website of some foreigner who travelled to Uzb:
TRICK OF THE FOUND MONEY
It was my first day in Tashkent after a tiring night arrival in the capital, when I was walking not far from the centre looking for the kyrgyz embassy. I was on a large sidewalk along a park and a roughly thirty years old guy while quickly passing me suddenly got from the floor a fat bundle of dollars tied with a green string. Immediately he asked if they were mine, I hesitated a little, since ten minutes before I took some money from my backpack to change them. The funny thing is that I had similar bundles of dollars tied with a similar string!!! I knew they were in my backpack, but obviously it took some seconds to realise that I didn't put none of them in my pocket and so that I couldn't have dropped. When I said they weren't mine he started jumping for the happiness and thanking God for the luck he had have. He was so happy that I though he could burst into tears :-) Then he turned to me begging to shut up about it. Frankly I didn't answer since I wasn't still trying to figure out the whole situation, then he proposed me to share them. He played greatly, because he didn't clearly offer me, and meanwhile he was carrying on asking if he could keep them.
Then I felt the situation too strange, even I hadn't still got which was the trick, and I was saying him I didn't mind, when another man came asking if I had found some money. He couldn't see I didn't take them from his fellow since he was in my back. Then I quickly moved away and they as well left together definitely disappointed.
I think the trick was that if you accept to share the money then, when you have to give them back, the guy who was supposed to have lost them counts them and claims there're some missing and he wants them back from you.

Travel tips to Uzb
HASSLING POLICE IN TASHKENT: police in Tashkent are a real hassle, especially in the metro were they'll not miss a chance to stop you. Most of them are just doing their job, but some are definitely more interested in your money then in the safety of their country. The typical trick is to get your passport and then asking money to give it back. In this case the best is to say it's in the guesthouse or, as I always did, in the kyrgyz embassy for the visa; obviously carry a photocopy of it with you. If they ask you about your money saying they want check if you have fake dollars, avoid showing them, and if you really have to, count in front of them before giving. Remember that the passport is more important than your money. Anyway the most important thing is to avoid them to take you inside a room. Insist to stay in public places and if it's necessary make a scene. LP (2004 Central Asia) provides a useful list of tricks antipolice hassling in Uzbekistan. Once I met an italian traveller who was heading to Tashkent with a sign where was written in russian: "IT'S THE THIRD TIME THE POLICE STOP ME IN TEN MINUTES, IF YOU HAVE QUESTIONS LET'S GO TO THE EMBASSY", and it showed up every time the police stopped him, funny isn't? In Uzbekistan if you'll have an enemy for sure it'll be the police and not the people!!!
MONEY TRICK: Pay attention to the money trick it happened to me (read story)
COMMON HASSLERS: some people stopped me, saying that they belonged to the police showing some strange card. They wanted to see my passport. NEVER SHOW IT, USE ALWAYS A FOTOCOPY saying the real document is at the embassy for the visa.
KYRGYZ VISA: in Tashkent you are supposed to wait four days for a 30 days Kyrgyz visa paying 40$, But there's the quick alternative: 80$ five minutes. If you really have no money to waste, you can apply for the visa without leaving the passport then come back and get it after having travelled in the country. Watch out that the embassy is open only in the morning, and not on Saturday.
ENTERING IN AFGHANISTAN: while I was there (summer 04) there was absolutely no way to enter in Afghanistan through the only existing border point in Uzbeskitan: Termiz.
STUDY SOME RUSSIAN: travelling in Central Asia is definitely worthwhile regardless your knowledge of Russian, but surely your entertainment will be proportional to it, hence I suggest a minimum of preparation.
CASH: dollars are more accepted than euros, moreover you can use dollars as cash almost everywhere.

В Москве подобные махинации уже не в диковинку! Тут сис-ма аналогичная вот только тебя красивее кидают и быстрее!

ну один из них могу рассказать! Все Москвичи знают этот трюк, так что будет очень даже не плохо чтобы наши тоже знали и не купились на это!
История:
Кидалы - 2 человека! Сис-ма такова: 1-й чел идет впереди с сумкой в руках. 2-й идет позади него, а тебя ставят 3-м! 1-й роняет сверток, хорошо завернутый в полителен, баксов. (баксы конечно не настоящие! сверху 100 долларовая купюра от календарика, а остальное все нарезанная газета!).После того как 1-й уронил, вторый незаметным движением (отойдя чуть в сторону) дает тебе увидеть сверток с баксом на поверхности, затем он резко поднимает сверток и начинает разговор с тобой:
- Вот подфартило! Вот подфартило! Ты видел?
- Угу!
- Слушай, не говори никому! Давай поделим бабло?
- Ну давай...
- Давай быстрее свалим отсюда. Отойдем и поделим.
Тут вы заинтересовавшись баблом, глазки засверкали, и вы идете с ним искать укромное место дабы поделить дабычу! И вот вы идете и идете, быстрым шагом, оглядываясь назад не идет ли кто за вами. И тут вы видите чувака с очень озабоченным лицом, который догоняет вас и спрашивает:
- Молодые люди, вы не видели сверток на дороге, я уронил его там-то там-то..
- Нет - отвечают молодые лицы!
- Ой вы знаете, там было 6000 долларов, я их выронил! Боже мой, как так! Ах! Ох!
- Да нет мы не видели!
И вы продолжаете топать! Тем временем 1-й чувак куда на короткое время уходит, будто спрашивать других людей!Но через какое-то время он опять вас настигает!
- Молодые люди, вы меня извините, я вас ни в чем не обвиняю, но женщина там говорит что она видела как 1 из 2 парней поднял сверток (и дает описание 2-го подсобника)!
- Да нет, мы не брали, мы не знаем - отвечаете вы
- Вы уж извините, но не могли бы, вот вы (указывая на подсобника) пойти к этой женщине, пожалуйста, помогите, ради бога! А то она щас уйдет, пожалуйста!
Сначала подсобник начинает отбиваться, типа мы не брали, мы торопимся и т.д! Затем для вида 1-й чувак просит показать сумки ,кошелек, чтобы якобы убедиться, что вы не брали его сверток! Ну и вы соотвественно гордо показываете, так как сверток пока еще у подсобника! Но тут после долгих уговоров, подсобник соглашается пойти с ним, и просит его подождать секунду, чтобы поговорит со своим "другом" (то есть с вами)!И вот в момент когда вы поварачиваетесь, подсобник сует вам запазуху сверток и говорит:
- Слушай, я тебе могу довериться? Как тебя зовут?
- Да конечно! Меня зовут ...
- Я щас короче сбегаю с ним, чтобы он отстал, а потом бабло поделим! Где встретимся?
вы назначаете место встречи и обмениваетесь именами, тем временем он постоянно спрашивает не кинете ли вы его! Затем он показывая выражение неуверенности просит вас дать ему что-либо в замен! Ну а тут и весь кидалова и происходит! Все это делается очень быстро, психологически и красиво!
Так что ни за что в жизни, где бы вы ни были, каким бы жадным и алчным вы ни были, не поднимайте никакие деньги, кошельки или свертки с пола! А если какой-либо чудак на букву м вам и предложит поделиться, то везите его в ментуру!!!

вы назначаете место встречи и обмениваетесь именами, тем временем он постоянно спрашивает не кинете ли вы его! Затем он показывая выражение неуверенности просит вас дать ему что-либо в замен! Ну а тут и весь кидалова и происходит! Все это делается очень быстро, психологически и красиво!

Alright, here is the different story that happened to me (personally).
Me and my bro decided to go to Tezikova to buy a bike for our little brother. Tezikova has moved to this new address behind Kuylyuk, and you have to take at least 2 buses to get there.
Once we get there, we go directly to the bike pavillion, but we could not find the right bike. So we decided to try again next weekend and headed to the bus stop. Those of you who have been to new Tezikovka before, know very well how crazy it gets while boarding the bus right outside of bazaar (or bizarre). So me and my brother start squishing thru the crowd to get into the bus. I had a bagpack with 100,000 sum stack and two 20,000 sum stacks.
Once we board the bus, it starts moving. After 2-3 minutes, some man aged 35-40 dressed poorly comes to me and says that I have stolen his money (don't remember the amount he was claiming) while loading the bus since I "apparently" was rubbing against hom on my way into the bus. Anyways, he starts the panic. and people look at me like I am a thief, coz I am dressed well and with bagpack, he is some poor shmuck. All of a sudden "shantaj" ticket lady gets in the middle of the fight, and says that we all are getting out at the next bus stop to go to police. (I am suspecting maybe she was the accomplice too) For some reason, at the next bus stop, only man, I and my brother get out. and the man starts asking if he could take a look at my bagpack. I told him to f**k off and call the police. I guess at that point he realized that he cannot look at my bag and started mumbling. I said:"if you are not calling the police, I am walking away". Which I did. he just stayed there... freaking moron.
