Can I apply to dvlottery on my own(not as part of family) unless I'm 21? My friend told me yesterday that I can apply either on my own or as a part of family as long as I'm 18. Is it true? In the instructions they don't directly say that children under 18 can or can't apply on their own.

Hmmm...could be....but I heard that person under 18 filed and get all the family...
Native of a country whose natives qualify: In most cases this means the country in which the applicant was born. However, there are two other ways a person may be able to qualify. First, if a person was born in a country whose natives are ineligible but his/her spouse was born in a country whose natives are eligible, such person can claim the spouse’s country of birth provided both the applicant and spouse are issued visas and enter the U.S. simultaneously. Second, if a person was born in a country whose natives are ineligible, but neither of his/her parents was born there or resided there at the time of his/her birth, such person may claim nativity in one of the parents’ country of birth if it is a country whose natives qualify for the DV-2007 program.
under this requirements: * Applicant must meet either the education or training requirement of the DV program.
* Education or Training:
- An applicant must have EITHER a high school education or its equivalent, defined as successful completion of a 12-year course of elementary and secondary education;
- OR two years of work experience within the past five years in an occupation requiring at least two years of training or experience to perform.

Yo u can apply by yourself or with family.
if you still 18 u can apply by yourself as well.
But, if you not over 21 u can apply by urself and family. That means you have 2 chances. Under your family name and under ur name.

Actually, people under 18 have 3 chances:
- under father's name;
- under mother's name;
- under their own name.

It's not just applying , once u apply your info will be on their datebase , anywhere u go , to US Embassy or whatever u do in future( visa issues) , they can see it that u would like to migrate to US..... Once u applied make sure that u put on ur application otherwise u might fail ....

Your friend is right. As long as you are over 18 and below 21 you can apply on your own (not as part as your family), they are small requirements though. But why not apply as part of your family if you are not over 21? Unless your family doesn't wanna move.
