My freind gave me this article about being able to pay the in-state tuition in NY regardless of your status in U.S. Most international student advisors "hide" this info to get the out-of state tuition fee from as many students as possible. so, I decided to share it, hope saves money for those who qualify. Anyways, it states that regardless of your immigration status and the length of time u have lived in NYS u qualify for in-state tuition if u:
-attended NYS high school for 2 or more yrs and then applied to CUNY(City Univerity of NY) within five years of recieving a NY diploma, or
-attended an approved NY state program for the GED exam preparation and recieved GED from NYS and applied to CUNY within five years.
-were enrolled in CUNY for the Fall 2001 semester and qualified for in-state tuition at that time.
"To get in-state tuition, undocumented immigrants must file an affidavit stating that they have applied to legalize their status. Their college can provide with the sample of affidavit"

now, I think that it's the best way to come to the U.S as high school student, graduate and apply for schools like CUNY and pay the in-state tuition. that was something, I didn't know.

Sounds good ,

Is that only for fall 2001?

I have found out today, that anybody who is illegal in the USA can go to college and pay in-state tuition. As long as that person is illegal, have been in that state more than 12 months and has proof of it and have taken GED or finished American high school, he can go to college and pay in-state tuition. This applies not only to NY, but also to other states. I don't know to all states and to all colleges or not.
That's good for illegal ppl and hope sdy can benefit from this info. but in my case, it is not fair. What basicly this means is that illegals in US have more benefits than legals do.

In-state college tuition for illegal aliens
"In-state tuition" is the college tuition that a resident pays to a public college or university in their home state. This is typically much less than the tuition charged to students who come from out-of-state. Allowing an illegal alien student to pay less than an American student is wrong, yet this is currently being promoted in Congress under the DREAM act and in a few state.
Under U.S. law, illegal aliens may not hold a job in the United States. Thus, tax dollars expended on higher education illegal aliens to prepare them for professional careers only draws more illegal aliens to those states offering in-state tuition.
When an illegal alien is granted in-state tuition and admission to a state university, he or she is directly competing with American students for that educational slot. This competition is unfairly biased against American students in other states who must pay out-of-state tuition to attend the university, while the illegal alien student is given in-state tuition preference.
In-state tuition for illegal aliens is a violation of Federal Law. Federal Law Title 8, Chapter 14, Sec. 1623 states:
"an alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State... for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit." (C)

Wish I could help in this process...I am pursuing my master's here in Columbia U. New York. The private institutions are always overpriced. But, interesting to know the triks on avoiding high (int'l stud) tuition bills in public institutions. Gd. luck!

May be it's not fair for illegal aliens to pay in-state tuition comparing to other Americans who pay out-of state tuition, but, there is a Law, that permits to them to come to school and pay in -state tuition. Only difference, is that they won'[t be legible to work on-campus or off-campus I heard.
There are so many not legal ppl in this country who may use this opportunity. They just don't know about it.

Why International Student who has legal status in US has to pay almost double tution and fees while illegal can pay in state only! ? Lets say i'm legal international student in US , why not to become illegal and pay in state? and get my degree? I can save money , cant i! ?
I think they have to let international students stay/work in US once they graduate from Uni!

I think they have to let international students stay/work in US once they graduate from Uni!
Not sure about other states(I guess it applies all other states too), but in GA illegals pay in-state tuition if they provide a local address.

u could if u were not international student before. Because, they already know that u have hgih school transcript from another school and u can't take GED. U nee GED, be "illegal" and show the proof that u reside in that state more than 1-2 years to be able to pay in-state. this is what I assume, u may risk and try. may be it works :)

Queen, i remember you asking about Rutgers University...So how did it go? Did u get accepted? What happened? Or you changed your mind and switched to another school in NY?

Hey illusion. I don't know about graduate students though.
Yeah I got accepted, but did not go. I knew I can't afford that school and just applied hoping for some miracle to happen. I changed my major now, not Bio anymore, so now Rutgers does not matter for me. I am gonna stay in NY. How about u? why not Rutgers ?u were also interested. which school in NY u planning?
