Salom,
Please excuse my English. I live in the US and am trying to call a friend of mine in Tashkent. Immediately after I dial 011 (which is what we dial for international calls) and the country code (998), and before I even get a chance to dial the city code and number, the phone starts ringing and I receive a recorded message saying that my call cannot be completed as dialed.
I've been on the phone for hours with my long-distance carrier, and they've confirmed that what I'm dialing is correct, and they say they've received no problems with people dialing Uzbekistan.
My question is this: if you live in Uzbekistan, have you received any telephone calls from the United States in the past week or two?
I'm curious to know if others are having problems with dialing from the US to Uzbekistan, as well.

When I call Uzbekistan my relatives friends etc they always listen to you.So it's tapped:)

HI,
I made a call to uzbekistan yesterday and I did not have any dialing problems. Here how you should dial 011 998 then city code ( in your case its tashkent i guess) and then the phone number. Hope it helps.

Thanks for the replies. Sophia, now I'm really perplexed since you were able to reach Uzbekistan!
I dial exactly the way you do. However, immediately after I dial the 8 (first 011, then 998), that's the moment when I receive the error message. I don't even have a chance to dial Tashkent's city code. Thus, the problem seems to be in even reaching Uzbekistan.
Sophia, if you don't mind my asking, what long-distance carrier do you use? I have MCI. I've dialed all over the world -- Europe, Asia, Africa, and Australia, and I've never had a problem.
But, for some reason, I simply cannot reach Uzbekistan. It's very frustrating, and no one seems to know what the problem is.

The reason may be that long-distance calling from your phone may be turned off. Try using a calling card thru a 1-800 number.

Samimiy, I actually called England yesterday! And I spoke with my phone company, and they double-checked and said that my phone should be able to call Uzbekistan, just as I've called many other countries. However, I just received an e-mail from my friend in Tashkent, and he said that British journalists had to go home, so I wonder if the reason that there is trouble with my call has anything to do with politics. However, Sophia said she was able to get through yesterday. How very odd that she could, and I couldn't. I even just tried a few moments ago. Same deal. I dial: 011-998 and then I get that blasted recorded message before I even have a chance to dial any other numbers.
6972, I respect that I'm on an Uzbek forum, but unfortunately, I do not speak Uzbek. I'm very sorry.

I'm beginning to think that there is a government conspiracy somewhere against me calling Uzbekistan! Not really, but I can call every other country that I've wanted but not Uzbekistan. I'm actually tempted to call the Uzbekistan embassy on Monday and ask if there are any problems. Actually, if I still can't get through by Monday, I'll do just that.
If number you trying to reach is 7 digit you dial 011-99871-xxx-xxxx
If number you trying to reach is 6 digit you dial 011-998712-xx-xxxx
Actually it is much cheaper if you use phone card. The cheapest one we found is this one (http://www.uniontelecard.com/ProductDetail.asp?ProductID=1216). It is 5 cents a minute and if you call off peak time from lets say your cell phone then it shouldn't cost you anything. Otherwise you can call 1-800 which will charge extra 1.8 cents per minute.

Razorback, the problem is that I can't dial past 011 998. The error message I receive comes immediately after the "8" and before I can even dial the next number.
I'm curious to know if anyone else has tried to call Uzbekistan in the past week and has had trouble. Sophia said she called but had no trouble.

Actually I called yesterday to Samarkand and everything was perfect. Try to change your phone here in USA and call home. Maybe that will work.

I have called Uzbekistan several times last week, no problems whatsoever. Actually, there were times when I got a message "all circuits of the country you are trying to reach is busy now, please try again later.." It has never happened before... perhaps due to the holidays, a lot of people tried to call home, and you were probably having problems because of that.

So, I called the Uzbekistan Embassy in Washington, DC!
The man said that there is no political or other reason why I should not be able to reach Uzbekistan.
He also confirmed that I dial: 011.998.71 (for Tashkent) and then the number. And that's exactly what I've been doing!
And my long-distance company still claims not to know what the problem is. I'd rather dial from my home directly because it's much cheaper than using a phone card (I have a special plan on my phone that makes international calls very inexpensive), but I may have to resort to a phone card if that (again, insert favorite curse word) MCI long-distance company can't figure out what's wrong. I just called France and England this morning with no problems, so it makes no sense at all that a problem would occur with Uzbekistan.

Have you tried calling from another phone? Or what kind of calling card you use? I mean there shouldn't be any problem other than that.

After six highly frustrating weeks of dealing with incompetent telephone representatives, I finally found out what the problem was with dialing Uzbekistan.
My local telephone company did not have the country code (998) coded into their system. Thus, it was impossible to call the country! I honestly must have spoken with over a dozen different (and not fluent in English or particularly intelligent) people who did not understand the problem. I kept getting a recorded message saying that my call was in error immediately after I dialed the country code, which makes no sense at all. Many people here said they called Uzbekistan with no problems. I certainly know how to call internationally.
But, my local phone service wasn't recognizing Uzbekistan's country code.
Now, I haven't yet reached Uzbekistan because it's after midnight (!), but at least I can dial without receiving that highly annoying recorded call that there was a problem with dialing.

i am not an IT expert, but did you try to dial Uzb-n with a telephone card or third telecom company. I mean if your service provider does not recognise the code would it be possible that other telecoms would. From my experience the quality of calling Uzb can vary from your service provider, telephone company you use, or telephone card you use...

Actually I didn't, but the telephone company told me that I still would not have been able to get to Uzbekistan. That doesn't make sense to me, but they said even with a phone card, my local company still needed that country code to be recognized by their system.
Hopefully, this was just a fluke, but if it ever happens to anyone else, at least here's one troubleshooting method of correcting the problem!
