which state (or city) is good place to study and live for an average Uzbekistani or any other foreign student?
i would appreciate your help, please give some details of why it is classified as good city to live.

What do u want to study!? Do u want to work legally or illegally? If u want to work legally , u have to find ON CAMPUS job , in order to find ON CAMPUS JOB u have to go to BIG PUBLIC Universities , Big universities usually have a lot of job opportunities for student
Lets say u want/cant work illegally: If u want to work for cash u better go to big cities like NYC , LA , Chicago and etc....
Once again, it depends tell me more what exactly u want?

Boston, Massachusetts seems the most appropriate place to be.
Education
It is considered to be America's greatest college town amongst cities with 300,000 population or more. Boston College was the first institution of higher education established in the city. Its historic campus, initially envisioned as an Oxford in America, has gradually expanded such that almost half of it is now within the city's political boundaries. Culture

Italian, Chinese, and Hispanic groups also have major contributions to Boston's cultural composition. Boston has its own collection of dialects known as Boston slang.
Many consider Boston a highly cultured city, perhaps as a result of its intellectual reputation. Much of Boston's culture originates at its universities. The city also has a number of ornate theatres, including the Cutler Majestic Theatre and The Wang Center for the Performing Arts. Renowned performing arts groups include the Boston Ballet, Boston Symphony Orchestra, Boston Pops, Boston Lyric Opera Company, and the Handel and Haydn Society (the oldest choral company in the United States). There are a number of major annual events such as First Night, which occurs during New Year's Eve, and several events during the Fourth of July.
Climate
The weather in Boston, like much of New England, changes rapidly. It is not uncommon for the city to experience temperature swings of 30 °C or more over the course of several days. The summers are typically warm and humid, while the winters are cold and windy. It has been known to snow in October and get quite warm in February. The hottest month is August, with an average high of 27°C and a low of 18°C. The coldest month is January, with an average high of 2.2°C and a low of −5.6°C.

P.S. Boston is famous for having the lowest crime rates across the America. The cultural tolerance is also unique compared to other cities of this category.

Job is not necessary. (ex. during vocation)
Which city is good to study, Boston, San Diego or Milwaukee? I have got three choices and the collages I have found from these areas, need to know the local community there.

Boston should be your best choice. I believe that you will interact with many interesting, sophisticated and intelligent people. I am sure that you can also find an Uzbek community there. There many Uzbek students who go to colleges and universities in Boston, so you would have a chance to see some of your countrymates.
