I want to get some loans for my masters after i graduate (if i can't get a scholarship) Stanford, Georgetown, Harward, Oxford. Where do u guys think, we, as international students can get that assistance?

i know it for sure that the GT does not provide any funding neither to local nor to international students. if you want to study there, think about getting an external assistance beforehand.

I have some places to ask, but they have high interests. That would be last resort.

mostly it depends on the area of your study, ranking of the univesity and availability of assistanship,mostly, from the department.
keep contact with the department, the closer the relationship, the more likely You will get an assistanship ;)
