You can find an interesting book on Central Asia and Caucasus on the Rand website, dating from 2003, it is very good book with theoretical background:
http://www.rand.org/publications/MR/MR1598/

You can find some material on
cacianalyst.org ( there you can find a link to their center in cooperation with Uppsala University)
They deal mostly with the geopolitical and security aspects in the current affairs of Eurasia. Maybe you will find them useful.

I want to share with you a link even if it is not directly related to Uzbekistan.
In fact, it is a book written by a german lawyer Carl Schmitt.
I have recently discovered him and really he is an outstanding and very contradictory figure.
He was once the Fisrt Lawyer - KronenJurist of Hitler. That is why he was lately banned from the public life. But, he has influenced all the generations of scholars directly or indirectly. And, he is largely read now as his contributions to the concepts of democracy, politics, international law can't be ignored. Even they say that the ideologues of the current Bush administration and many others are influenced by his writings. And the book which will follow is one of his masterpieces.
I think, it will be useful for anyone who is interested in Political science or anyone who wants to have some more guidelines to understand the current tendencies of our world:

the first consequence of the political decision making is law, accordingly it can be called as law making process. However, the definition of the political decision making process is wider! coz, NGOs, interest groups, political parties, and even ordinary people can participate in this process! I am writing the academic thesis about the problems of that process in uzbekistan and its democratization, more specifically, i would like to research the principle of independence in legislative process! Any ideas?

I think you must find Hobbes' works in any university library in the world.
And, his Leviathan is more famous and one of the most influential works on the sources of modern political thought...

You can also read with great interest the works of, among many others, Carl Schmitt, John Rawls and Jurgen Habermas. Their writings touch, at the same time, the fields of Poltical science, law and philosophy.

What is your Research Question?
You gave the topic of your thesis.
I think, research starts with a question, not with topic. Your thesis topic sounds very interesting. If you could make your research quetion more explicit, and comment on "What drives your question?", you may collect data/lit review sooner.
