This has not started after February 16, 1999, or after May 13, 2005.

It has started in January 1992.
Karimov's regime has been oppressive ever since Karimov "won" elections in December 1991.

And first victims were not practicing devote muslims.
They were members of secular democratic opposition.

It is sad to state that first wave of repressions of 1992-94 has gone without any significant exposure, condemnation and protest from international community.

So, when next time you may think that Karimov is against Islam or muslims your ideas are not inclusive enough. He is against any rivalry, be that rivalry secular or religious.
