Проблема здесь не в фактическом положении дел, а в том, как воспринимает ситуацию население и политические круги Средней Азии. Уж слишком очевидна логика: если в Афганистане находятся солдаты США и НАТО, то со стороны США и НАТО теоретически возможно стремление использовать радикальных исламистов для давления на страны региона, а возможно, и не только на них, в контексте их ухудшившихся отношений с Западом в последнее время. И боевики-«ваххабиты» могут пригодиться как орудие этого давления: долго ли организовать один бандитский рейд через северные границы?

This is how everyone (including central asian governments and foreign goverments) in the region justifies its actions. Yes- it is a way to draw sympathy when the majority of your population is poor and uneducated. Throw in a few bombings and "islamic militant" attacks and you can receive various kinds of aid.
