Visit Turkey from Tashkent

My friend lives in Tashkent and is an Uzbek citizen. I have visited her several times in Tashkent already from the UK (I am a British citizen).

We now want to take a vacation in Istanbul, Turkey. It's very easy for me to arrange a flight from the UK to Istanbul. However, she isn't sure what she needs to do from Tashkent. Can somebody offer some advice please?

The best way is to go to travel agancy, but a good one. They take some 20 or 30 dollars and do everything for her/him. Hotel, visa, cheaper flights and etc.

If my friend in Tashkent uses a travel agency then will she be bound by the hotel that the travel agency chooses? And will she have to attend the tour events once she is in Turkey?

The reason I ask is that we both basically want to have a holiday together in Turkey. I will travel from the UK and she will travel from Uzbekistan.

It's very hard to visit her in Tashkent all the time as the visa takes around 5 months at the moment, which is too much time to wait! So we thought about meeting up in Turkey instead.
