U.S.-based NGO office closed in Uzbekistan

TASHKENT. June 8 (Interfax) - The Tashkent city court has closed
the Uzbek office of Global Involvement through Education, a U.S.-based
non-governmental organization, citing proselytism.
"The Tashkent city court ordered the closure of the Global
Involvement through Education office in Uzbekistan. It is possible to
appeal the ruling within 20 days," a court source told Interfax on
Thursday.
The proselytism of four foreign employees of the office was exposed
in Samarkand this April. They were trying to convert local college
students into another religion under the disguise of giving language
lessons.
The Uzbek law 'On the Freedom of Worship and Religious
Organizations' bans proselytism and any kinds of missionary activities.
Global Involvement through Education is engaged in charity and
educational programs.

Rubicon Wireless CDMA2000 1x project costs $10 mln

TASHKENT. June 8 (Interfax) - A project by Uzbek-U.S. joint venture
Rubicon Wireless Communications (RWC, trademark Perfectum Mobile) to set
up a network on the basis of CDMA2000 1x technology cost $10 million,
the company told Interfax.
The network, with 200,000 number capacity, which has already been
launched, is based on the earlier CDMA-800 network, a company spokesman
said. Equipment for the new project was provided by China's Huawei
Technologies and ZTE Corp.
The network is currently working in Tashkent and dozens of regions.
RWC plans to launch commercial operation of the CDMA2000 1x network
throughout Uzbekistan by the end of July.

Russia to open trade representation in Uzbekistan in July-Aug

TASHKENT. June 8 (Interfax) - The Russia Trade Representation has
been accredited in Uzbekistan, Vladimir Kuznetsov, economic advisor to
the Russian embassy in Uzbekistan, told reporters.
"We received a special notice from the Uzbek Foreign Ministry on
June 7 which informed us that our trade representation has received
accreditation and legal status in Uzbekistan," he said.
The trade representation will likely start working in July or
August and will have diplomatic status.
Russia now has trade representation in all CIS countries.

Baltic Beverages to Spend EU50 Million to Build Uzbek Brewery

June 8 (Bloomberg) -- Baltic Beverages Holding AB, a brewer
controlled by Carlsberg A/S and Scottish & Newcastle Plc, will
spend 50 million euros ($64 million) to construct a brewery in
the Uzbek capital of Tashkent.
Baltic will own 75.1 percent of a partnership with Sarbast
Plus, a Stockwise statement released today shows. The brewery
will be running by spring of next year with an initial annual
capacity of 1 million hectoliters (838,650 barrels).

Uzbekneftegaz to increase capital investment 47% in 2006

TASHKENT. June 7 (Interfax) - Uzbek national holding company
Uzbekneftegaz plans to increase capital investment 47% to 934.9 billion
sum this year, a source in the company told Interfax.
Of this total, the company's own funds will account for 723.8
billion sum (up 32% from 2005), and foreign investment - 211.1 billion
sum (up 144%).
The source said that five Uzbekneftegaz investment projects with
total forecast investment of $175 million have been included in the
priority section of the republic's investment program for 2006.
This year the company plans to produce 5.9 million tonnes of liquid
hydrocarbons and 62.574 billion cubic meters of natural gas. Throughput
at the company's refineries is planned at 5.533 million tonnes.

and Uzbekistan, both as members of the Shanghai Cooperation Organization (SCO),
have made active efforts in maintaining regional stability and promoting common
development, a senior official of the Communist Party of China (CPC) said on
Tuesday.

Li Changchun, a member of the Standing Committee of the Political Bureau of the
CPC Central Committee, made the remarks as he met with Uzbek President Islam
Karimov.

The CPC and the Chinese government, which attach great importance to the
friendly cooperation with Uzbekistan, are willing to upgrade the relationship
between the two countries in an all-round way, and have confidence in the
prospects for the development of their friendly cooperation, Li said.

Last year, bilateral relations entered a new phase after President Karimov and
Chinese President Hu Jintao signed an agreement on the friendly cooperation
partnership of China and Uzbekistan, he said.

While recalling the history of friendship between the two countries, Li said
China and Uzbekistan have conducted active coordination on major international
and regional issues.

He reiterated China's support for the choice of Uzbekistan for its development
road and appreciated Uzbekistan's support for China on some important issues
such as Taiwan and human rights.

During their meeting, Karimov highly praised China's contribution to the
development of the SCO.

He said Uzbekistan will continue to give strong backing to China's efforts in
strengthening the SCO and his country will, along with other SCO members, work
for maintaining regional peace and stability so as to promote common
development.

Karimov also said he was looking forward to meeting with President Hu at the
upcoming SCO summit to be held in Shanghai on June 15.

The SCO, established in 2001, groups China, Russia, Kazakhstan, Kyrgyzstan,

Li arrived here Tuesday afternoon to start a good-will visit to Uzbekistan, the
first leg of his four-nation tour, which will also take him to Bulgaria,
Switzerland and Norway.

Uzbekistan plans to raise $30-mln ADB loan to build 5 thermal plants

TASHKENT. June 6 (Interfax) - Uzbekistan is planning to raise a $30
million loan from Asian Development Bank (ADB) to build five small
thermal electric plants in 2006, a representative of Uzvodenergo, part
of the Agriculture & Water Resources Ministry, told Interfax.
These small thermal stations will generate a combined 182 million
kilowatt-hours of electricity a year.
The project is in the preparation stage, Uzvodenergo said. The ADB
loan could be provided at the end of 2006. The project is expected to be
launched in 2007.

Uzbekistan shuts office of U.S. NGO

TASHKENT. June 3 (Interfax) - Uzbekistan has closed down another
office of a U.S.-based nongovernmental organization, accusing the NGO of
multiple offenses against Uzbek law, including setting up unregistered
branches and submitting false financial accounts, an Uzbek official
spokesman said on Saturday.
The closure of Central Asian Free Exchange's (CAFE) Samarkand
office, which, according to its website, provides "a wide variety of
training and development projects throughout Uzbekistan and northern
Afghanistan," was the outcome of litigation at the Samarkand Regional
Civil Court begun on May 16, 2006, a spokesman for the regional justice
department told Interfax.
The spokesman said that earlier the justice department had sent two
letters to the head of CAFE's Samarkand office accusing CAFE of illegal
practices and demanding an end to them.
He said the department's main grievances were reiterated during the
litigation.
The department said there were two more CAFE branches in Samarkand
that were not registered with the justice service, that the office had
submitted improper financial accounts, and that foreigners working at
the office had repeatedly broken residence regulations and had been
fined for this.
Earlier, CAFE's branches in Fergkana, Kokand and Nukus were shut by
court orders.
CAFE has operated in Uzbekistan since 1992.

Asaka Bank boost IAS net assets 8.3% in 2005

TASHKENT. June 1 (Interfax) - Uzbekistan's Asaka Bank increased net
audited assets to International Accounting Standards (IAS) 8.3% to
599.188 billion som in 2005, Uzbekistan's No. 2 bank said in a financial
report.
The bank's credit portfolio rose 15.9% to 429.033 billion som in
2005. Liabilities rose 11.5% to 439.096 billion som and its equity was
up 0.4% to 160.091 billion som.
Asaka Bank posted net profit of 1.179 billion som in 2005 compared
to 1.336 billion som in 2004.

Uzbek parliament not discussing premier's dismissal - press service

TASHKENT. June 9 (Interfax) - The upper chamber of the Uzbek
parliament has not considered discussing Uzbek Prime Minister Shavkat
Mirziyayev, the parliamentary press service reports.
Reports that Mirziyayev had been dismissed were circulated by some
media outlets earlier in the day.
"The issue was not on the agenda of Friday's parliamentary meeting,
and President Islam Karimov did not participate in the chamber's work,"
the press service told Interfax.

Uzbek ministry wants Central Asian Free Exchange office shut down

TASHKENT. June 9 (Interfax) - The Uzbek Justice Ministry has asked
a Tashkent court to close down the local office of the Central Asian
Free Exchange (CAFE) non-governmental organization (NGO).
"The Justice Ministry has submitted a request to Tashkent's city
court for civil cases seeking the closure of the representative office
of the Central Asian Free Exchange non-governmental organization," a
ministry spokesman told Interfax on Friday.
The ministry accuses the NGO's office of failing to comply with the
goals set forth in its charter and violating Uzbek legislation, he said.
Courts have already ordered the closure of the CAFE's offices in
Kokanda, Fergana, Nukus and Samarkand, accusing them of conducting
missionary activities and breaching the law.
The local office of the Global Involvement through Education NGO
was closed down at the Justice Ministry's request on June 8.
In January 2006, the ministry demanded the closure of the offices
of two Korean NGOs - the Institute of Asia Culture and Development and
the Korean Foundation for World Aid. A local court, however, rejected
the request and suspended the offices' operations for three months.

Court sentences man to seven years for human trafficking

MOSCOW. June 9 (Interfax) - The Moscow City Court has found Pavel
Golenko guilty of illegally trafficking about 50 girls from Uzbekistan
to the Untied Arab Emirates for prostitution and sentenced him to seven
years imprisonment, an Interfax correspondent reports.
The court found Golenko guilty of human trafficking and forgery,
but acquitted him of organizing a criminal group.

Karimov signs decree on raising salaries

TASHKENT. June 9 (Interfax) Uzbekistan's President Islam Karimov
has signed a decree raising salaries, the presidential press service
informed Interfax on Friday.
"President Karimov signed the decree "on the increase of pay,
pensions, scholarships and social allowances," the press service said.
According to the decree, the wages of employees of budgetary
institutions and organizations, all pensions and social allowances,
scholarships for students in higher education and students of secondary,
vocational, professional training schools will increase 20% on July 1,
2006.
From July 1 the minimum wage will be 10,800 sum [$1=1,222.05 sum] a
month and the minimum pension will be 21,395 sum.
Wages in the republic were last increased in October 2005.

(XIN) China to offer Uzbekistan 397 million USD in export Page 1/2
buyer's credit
BEIJING, Jun 9, 2006 (Xinhua via COMTEX) -- The Export-Import Bank of China
said on Friday it will offer 397 million U.S. dollars in export buyer's credit
for 10 projects in Uzbekistan covering infrastructure and city construction.

According to the deals signed on Thursday between the Chinese state-owned polic
bank and three Uzbekistan banks, five of the projects will be offered 197
million U.S. dollars in the credit, and they are part of the projects for which
the Chinese government has promised a total of 900 million U.S. dollars in
preferential buyer's credit to some member countries of the Shanghai Cooperatio
Organization.

The three Uzbekistan banks are the National Bank for Foreign Economic Activity
of the Republic of Uzbekistan, the Industrial Bank of Uzbekistan, and the Bank
of IPOTAKA, the Export-Import Bank of China said in a statement.

The remaining 200 million U.S. dollars are part of the 300 million U.S. dollars
preferential export buyer's credit committed by the Chinese government to its
counterpart of Uzbekistan.

The Chinese bank said the signing of the deals will help facilitate economic and
trade exchanges between the two countries, and help deepen friendly bilateral
ties.

Established in 1994 and solely owned by the Chinese central government, the
Export-Import Bank of China (China Eximbank) is a state policy bank under the
direct leadership of the State Council, the Chinese cabinet.

Baltic Beverages to invest 50 mln eur in new Uzbekistan brewery

Baltic Beverages Holding AB (BBH), the joint venture company held equally between Scottish & Newcastle PLC and Carlsberg AS, is to invest 50 mln eur in a new brewery in Tashkent, Uzbekistan.

The brewery will be operational by the spring of 2007, and will have an initial capacity of 1 mln hectolitres per annum, with the ability to increase production subject to demand.

BBH will team up with a local partner in Uzbekistan, Sarbast Plus, and will hold a share of 75.1 pct.

Uzbekistan has a population of 27 mln, a growing economy and increasing levels of beer consumption. The domestic beer market has developed positively over the past couple of years and BBH believes that it has the potential to grow strongly in the future.

TASHKENT, Jun 10, 2006 (Xinhua via COMTEX) -- The regional anti-terrorism
agency of the Shanghai Cooperation Organization (SCO) is playing an increasingly
important role in maintaining security within the SCO region, President of
Uzbekistan Islam Karimov said.

In an interview with Chinese media before the June 15 SCO summit in Shanghai,
China, Karimov said that in addition to fighting terrorism, separatism and
extremism, today's SCO anti-terrorism agency should also crack down on the
rampant activities by radical and extremist groups.

The agency has made substantial efforts after it was established, said Karimov.

It is becoming a body which can firmly crack down on the "three evil forces" of
terrorism, separatism and extremism, and an effective mechanism for eliminating
and coping with security threats and challenges in the 21st century, said

between Uzbekistan and China has been strengthened in recent years, which will
help boost bilateral mutual trust and further cooperation, said Uzbek President

Karimov said he was satisfied with the continued strengthening of bilateral
contacts at all levels.

The agreement on the partnership of friendly cooperation between China and
Uzbekistan signed last year is a milestone in the history of bilateral

Organization (SCO) has become an authoritative international organization after
five years of development, Uzbek President Islam Karimov said in a recent
interview with Chinese media.

Karimov, who is due to attend an SCO summit scheduled for June 15 in Shanghai,
China, said the SCO, as a recognized international organization, had made great
progress in various fields of cooperation with its significance and influence
going beyond the region.

"The SCO has not only showed a vigorous vitality, but also been established as
an international forum that can resolve regional issues, including cooperation
in politics, security, economy and humanities," said the president.

He spoke of the development of and change in global situations, non-traditional
threats to security, long-lasting "hotspots," danger posed by international
terrorism, separatism and extremism, and drug-trafficking around the world,
especially in central Asia.

All of the facts "have repeatedly indicated the timeliness and imminence of
establishing and developing such international organizations as the SCO,"
Karimov said.

Karimov expressed his belief that there should be a wide prospect on the
economic cooperation within the framework of the SCO.

When asked about measures taken by Uzbekistan to enhance and broaden cooperation
with other SCO members, he said his country highly praised the cooperation among
SCO members.

In the area of investment cooperation, Uzbekistan thinks the emphasis should be
put on the fields such as the development of transportation and exploitation of
rich water resource in the region.

Uzbekistan also put forward a series of proposals and took substantial measures
to cope with terrorism, separatism and extremism in various forms, added
Karimov.

He highlighted the important role played by the SCO's regional anti-terrorism
body, established in 2004 to coordinate SCO members' anti-terrorist efforts.

In the field of humanities, Uzbekistan had paid more attention to the
coordination in educational affairs, said the president.

"We welcome the agreement on educational cooperation within the framework of the
SCO, which is to be signed during the summit in Shanghai," he said.

As for the SCO's prospects and the upcoming summit, Karimov said SCO members
"have a lot of things to do" in such fields as economy and security because the
organization was still at its initial stage of development.

He said more and more countries hoped to participate in the SCO's activities
through various forms because of its rising political prestige, which proved
that the organization had a promising prospect of development and became
attractive to other nations.

Due to the rapid development of geopolitics and the globalization of economy and
information, each cooperative mechanism of the SCO would be raised to a higher
level, he said.

"I believe the commemorative summit can and should start a more effective
approach that will jointly make use of opportunities and cope with current

threats and challenges in the world," Karimov said.

Established in 2001, the SCO comprises China, Kazakhstan, Kyrgyzstan, Russia,
Tajikistan and Uzbekistan. In 2004 and 2005, it accepted Mongolia, Iran,
Pakistan and India as observers.

The heads of state of the six SCO member countries will attend the summit

В США отказались помогать Узбекистану

Палата представителей Конгресса США приняла в пятницу бюджетный законопроект об ассигнованиях на зарубежные операции администрации США на 2007 год, из которого исключены средства на обучение и подготовку представителей вооруженных сил Узбекистана, сообщает РИА «Новости».

Как сообщал ранее «Полит.ру», Конгресс в этот же день проголосовал за ограничение финансовой помощи правительству России за сотрудничество с Ираком в ядерной программе и отказ в сотрудничестве с международными организациями в вопросе прав человека в Чечне. И так же, как в этот раз, конгрессмены проголосовали 373 «за» и 34 «против».

В бюджетном запросе, направленном в феврале в конгресс Белым домом, администрация Джорджа Буша запросила на 2007 год для Узбекистана $95 тысяч в рамках программы по международному военному обучению и подготовке (IMET).

В принятом в пятницу законопроекте эти средства отсутствуют. В сопроводительной справке к документу решение исключить в 2007 году Узбекистан из этой программы объяснено тем, что конгрессмены «обеспокоены продолжающимися беспорядками в этой стране».

В утвержденном палатой представителей законопроекте в рамках ассигнований на программу IMET для обучения и подготовки представителей вооруженных сил Украины заложен $1 миллион 725 тысяч, а для Азербайджана, Армении и России - по $790 тысяч.

Murder of Jewish women in Tashkent not ethnic crime - police report

TASHKENT. June 11 (Interfax) - The murder of two Jewish women, a
mother and her daughter, in Tashkent had nothing to do with their
ethnicity, the city's police said in a preliminary report.
A Tashkent police spokesman has confirmed the murder of Svetlana
Loifer and her daughter Karina.
The crime is being investigated based on charges of premeditated
murder with aggravating circumstances, he said.
It might have been a robbery attack because some of the women's
belongings were stolen from the house, the spokesman said.
Aziz Abidov, spokesman for the Uzbek government's committee for
religious affairs, has criticized several media reports claiming that
Jews have recently become the target of a series of attacks, but the
republic's authorities are doing nothing to sort out the situation.
"We are concerned that the situation is being politicized," Abidov
told Interfax.
"Uzbekistan is free from any forms of anti-Semitism. Our people
have always been peace-loving and tolerant of other ethnic groups and
religions. All Uzbek Jews live in harmony with all of the republic's
other peoples," he said.

Unda SPIDga qarshi kurash, AQShga ittifoqdosh va hamkor davlatlarga hamda Sudanning Darfur mintaqasidagi qochqinlarga moliyaviy, iqtisodiy va insonparvarlik yordamini ko’rsatish ko’zda tutilgan.

Prezident Bush tashqi yordam dasturlari uchun Vakillar Palatasi tasdiqlagan raqamdan ikki milliard dollar ko’p pul so’ragan. Uning ichida O’zbekiston qurolli kuchlarining harbiy tayyorgarligi uchun 95 ming dollar so’ralgan edi, biroq kongressmenlar bu pulni ham loyihaning ilk ko’rinishidan olib tashlagan.

Ular nazarida O’zbekistonda inson huquqlari bilan bog’liq vaziyat bu mamlakatga harbiy yordam berishni taqozo etmaydi.

Во время обыска между ними произошла словесная перепалка после чего.... нач. ГУВД вызвал ОМОН, и их всех посавил к стенке а здание оцепил!!! :shock:

Побили их хорошенько прикладами по чайникам, и держали несколько часов.
К зданию подтянулись отряды СНБ. Длилось это несколько часов. В итоге он всех отпустил.

В пятницу в Ташкенте начало работу пленарное заседание Сената высшего законодательного органа Узбекистана.
Как и ожидалось, с программной речью на нем выступит президент Ислам Каримов.
По предварительной информации, рассуждая о необходимости либерализации экономики и определяя задачи парламента на ближайшую перспективу, глава государства уделит значительную часть своего доклада коррупции в высших эшелонах власти.
Факты, на которые намерен сослаться Ислам Каримов, в обстановке особой секретности были озвучены перед сенаторами Генеральным прокурором республики Рашитом Кадыровым.
Президент же намерен довести эти сведения до широкой общественности.
В частности, перечислить факты незаконного присвоения государственных средств чиновниками высшего звена:

бывшими вице-премьерами правительства Рустамом Юнусовым и Исмаилом Джурабековым;
бывшим мэром Ташкента Козимом Тулягановым;
бывшим министром обороны Кадыром Гулямовым;
бывшим руководителем Наманганской области Тулкином Джаббаровым;
высокопоставленными чиновниками системы высшего образования
и другими.В то же время, концепция доклада, работу над которым начали месяц назад, претерпела принципиальные изменения.
В последний момент из-под удара президентской критики ушел руководитель правительства Узбекистана Шавкат Мирзиеев, принудительную отставку которого считали почти решенным делом.
Есть мнение, что на посту его сохранила очень влиятельная в республике дама, находящаяся в прямом родстве с главой государства.
Именно она, как говорят, поставила знак равенства между борьбой с коррупцией и пребыванием Ш. Мирзиеева в качестве премьер-министра.
Учитывая повышенную эмоциональность узбекского лидера, очень часто принимающего решения спонтанно, на основе сиюминутных ощущений или промежуточных данных, можно предположить, что, поостыв, он все-таки прислушался к мнению близкого человека и временно отложил экзекуцию своего ближайшего на данный момент сподвижника…

В пятницу в Ташкенте начало работу пленарное заседание Сената высшего законодательного органа Узбекистана.

Когда Метроном недавно написал о грядущей отставке премьера через месяц, я решил подождать, проверить и определить для себя, что это за контора - метроном.

Но что-то сейчас они хитро увернулись от этого пророчества и высказали уже другое. Ну что ж, подождем...

Это просто очередной индикатор вражды двух контор. Другие менты ему в душе сочувствуют и аплодируют за то что "дал по башке СНБшникам".

"Стражи правопорядка"... Прибавь к этому повальную наркоманию в академии МВД и ты имеешь образ будущего МВД.

Перемена мест слагаемых

В Узбекистане отстранен от должности ректор Ташкентского экономического университета (в прошлом - институт народного хозяйства) Саидахрор Гулямов.
Мотивом для принудительной отставки, судя по имеющимся данным, стала коррупция, пропитавшая вуз на всех уровнях.
Необходимо сказать, что подобная ситуация сегодня характерна для всех высших учебных заведений республики, включая те, что готовят стражей законности и порядка.
Однако Саидахрор Гулямов, в отличие от некоторых своих коллег, долгое время был неприкасаемым в виду того, что находился в родственных отношениях с министром внутренних дел З. Алматовым, являющимся его сватом.
Зачистка университета началась после ухода свата на пенсию. Формальным поводом для нее стало единоличное решение С. Гулямова принять в свой вуз на контрактной основе дополнительно 600 студентов сверх установленного правительством лимита.
Злые языки утверждают, что только за поступление на контракт в этот вуз необходимо дать взятку в размере 3 тысяч долларов.
Эти же языки утверждают, что треть суммы, полученной от «сверхлимитных» студентов, ректор был вынужден отдать одному из вице-премьеров, курирующему образование.
Остальные 1200 000 долларов США якобы благополучно осели в кармане руководителя университета.
Сегодня многие ждут, будет ли в отношении Саидахрора Гулямова возбуждено уголовное дело или власть, дабы не дискредитировать высшую школу, спустит скандал на тормозах.
В то же время, все уверены, что "от перемены мест слагаемых" сумма, как и положено, не изменится...

Насчет денег: каждый приемный сезон через систему высшего образования проходит минимум 15-20 миллионов долларов в виде взяток для поступления в вузы.

Чем выше чиновник в административной иерархии, тем больше он денег получает от преступной пирамиды. Такое длиться еще со времен Брежнева. Те, кто когда-либо работал на ответственных должностях в Министерстве высшего и среднего специального образования (МВССО), прекрасно это знают.

А те 1,2 млн долларов для Нархоза - это мелочь, если взглянуть на то, сколько через него денег прошло за последние 20 лет. Не зря его "Пулхоз" называют.

Как стать первым


Стремительная активизация «МТС» на рынке Узбекистана, особенно заметная на фоне относительной пассивности других российских компаний, наводит на мысль о непосредственной причастности к капиталу «МТС» очень влиятельной в этой республике персоны.

Намерение россиян предложить в Узбекистане с середины июня свой брэнд, конечно же, существенно повышает общественный рейтинг и авторитет компании мобильной связи.

Однако, зная, что в этой стране невозможно добиться серьезного продвижения вперед без поддержки влиятельных персоналий из высших эшелонов власти или людей, находящихся с ней в родственных отношениях, начинаешь думать, что прежняя владелица «Уздонробиты», якобы продавшая свои акции «МТС», на самом деле совершила обычный обмен. То есть, выкупила на ту же сумму акции крупнейшего в России и СНГ оператора сотовой связи.

В противном случае фантастически быстрое продвижение «МТС» на узбекском рынке было бы практически невозможным.

Вряд ли этот экономический феномен можно объяснить только возобновлением сотрудничества Узбекистана с Россией. По крайней мере, дополнительных фактов подобного рода пока не наблюдается.

Успех «Уздонробиты», равно как и изначально полученные компанией преференции, обусловлены целым рядом причин, включая те, что не связаны напрямую с определенными фигурами.

Именно «Уздонробита» первой из всех существующих на тот момент аналогичных компаний, с пониманием относилась практически ко всем пожеланиям руководства страны.

В частности, первой согласилась на закупку и установку оборудования, позволяющего спецслужбам Узбекистана отслеживать и при необходимости записывать любые телефонные переговоры абонентов, первой рассекретила для МВД и СНБ список телефонных номеров с паспортными данными пользователей и так далее.

В знак особой признательности и благодарности власти позволили «Уздонробите» максимально расширить строительство базовых станций, что автоматически повышало прибыль оператора сотовой связи.

Другие компании, видимо, исходя из демократических умозаключений, какое-то время противились установке прослушивающего оборудования, в результате чего упустили шанс стать первыми в этой стране.

Любопытно, что на этот раз предложила узбекской власти «МТС», дабы сохранить желтую майку лидера и обеспечить себе стабильное процветание?

SHANGHAI, Jun 13, 2006 (Xinhua via COMTEX) -- Some 2 billion U.S. dollars worth
of business contracts and loan agreements are expected to be inked on the
sidelines of Shanghai Cooperation Organization summit scheduled on Thursday in
the Chinese economic hub of Shanghai.

Those deals will involve a highway project connecting Tajikistan and Uzbekistan,
two high-voltage electricity lines in Tajikistan, a cement plant in Kyrgyzstan
with a daily production of 2,500 tons, and a hydropower station in Kazakhstan.

"The projects are significant for the economic development of the region and
related countries," Chinese Vice Minister of Commerce Yu Guangzhou told a press
briefing Tuesday.

He described the deals as "big presents" for the June 15 SCO summit, which will
involve the heads of state of China, Russia, Tajikistan, Kazakhstan, Kyrgyzstan
and Uzbekistan.

China hopes to further expand trade with SCO members, Yu said. "With increasing
exports and imports of natural resources, we should pay more attention to
speeding up the trade of machinery and electronic products, high-tech goods and
well-known brand products."
Trade between China and the other five SCO members hit 37 billion U.S. dollars
in 2005, up 212 percent over that of 2001 when the SCO was founded, Chinese
customs figures show.

Up to now, investment between SCO members surged to 15 billion U.S. dollars,
covering oil and gas exploration, transportation, telecommunication,
electricity, chemical industry, construction material, project contract and
agriculture.

According to an action plan adopted by a meeting of SCO government heads in
2004, the six member countries will join hands in 127 economic and technological
projects, which will require 10 billion U.S. dollars on the whole.

Besides the resolve and effort of the governments, substantial cooperation
between companies in SCO member countries is also very important. To boost such
cooperation, the SCO will host an industry and business forum and announce the
official establishment of an entrepreneurs council on the sidelines of the
summit.

Some 500 business people, government officials and scholars have registered for
the forum and the council's first meeting. Topics will focus on trade and
investment facilitation, cooperation in bidding projects in major sectors such
as energy, transportation and telecommunication and regional funding system.

In fact, the SCO has instituted a road-map for regional economic cooperation
which includes "three leaps": to facilitate trade and investment, to deepen
economic cooperation and to realize the free flow of goods, capital, services
and technology.

"When joint cooperation is carried out and all the projects are implemented, we
will forge a network of energy, transportation and telecommunication in the
region, which will boost our economic ties and benefit the growth of the
organization," Yu said.

SCO showing promise in economic development - Karimov

TASHKENT. June 13 (Interfax) - The Shanghai Cooperation
Organization (SCO) is showing good prospects in its economic and
political development, Uzbek President Islam Karimov said.
"In the five years since the establishment of the SCO, the
organization has made significant progress in virtually all spheres of
cooperation, assumed the status of a generally recognized international
organization and its importance and influence extends beyond the
region," he said in an interview with the Chinese media.
Global changes, growing threats to security and stability, the
increasing dangers of international terrorism, extremism, separatism and
drug trafficking in many areas, primarily in Central Asia, prove that
the establishment of such an international organization was well-timed
and proper, he said.
"We regard an intensification in investment cooperation, the
development of transport infrastructure, the use of the rich water and
energy resources of the region, the accelerated development of the
sectors of the economy that can and must resolve such key regional
problems as employment and social issues, as being of primary
importance" Karimov said.
He also spoke of the growing importance of the anti-terrorist
structure of the SCO for Central Asian security "as an effective tool
and platform for pooling efforts and for the practical interaction of
law enforcement agencies."
"At present the task of the structure is not so much to combat the
manifestations of terrorism, separatism and extremism as to resist the
intensive propaganda efforts of numerous radical and extremist centers
that are brainwashing young people and creating a conveyor belt for
creating blind perpetrators of terrorist acts," Karimov said.
"Uzbekistan is coming up with initiatives and taking practical
steps to resist manifestations of terrorism, separatism and extremism,"
he said.
Karimov has said Uzbekistan and China "have the same principles for
maintaining regional stability and security" and are determined to
"counteract external attempts to force Western standards of ways of
democratization and public development on our countries."
"Uzbekistan sees China as a reliable, great neighbor and partner,
which has been giving us support since the very first days of
independence of our country and continues to do so," Karimov told
journalists.
"As countries that have directly experienced the reality of the
threats of forces of terrorism, separatism and religious extremism,
Uzbekistan and China have the same principles for maintaining regional
stability and security," he said.
"We also share the determination to counter external attempts to
force Western standards of ways of democratization and public
development on our countries," the president said.
He also praised Uzbek-Chinese trade, which, he said, swelled nearly
fivefold between 2000 and 2005.
"At the same time, we are firmly convinced that both countries
possess large unused resources and a powerful potential for taking their
trade and economic, financial and investment cooperation to a higher
stage," Karimov said.

Uzdunrobita to switch to MTS brand on June 15

TASHKENT. June 13 (Interfax) - Uzdunrobita, a cellular operator in
Uzbekistan controlled by Russia's Mobile TeleSystems (MTS), will begin
providing services under the MTS brand starting from June 15, 2006, a
source in the Uzbek company's marketing service told Interfax.
The introduction of the new brand marks another step in the Uzbek
company's integration with MTS, the source said.
MTS bought a 74% stake in Uzdunrobita in July 2004 for $121
million. The Russian company also signed an option to acquire the
remaining 26% for at least $37.7 million. Uzdunrobita's other
shareholders are two private companies.
Uzdunrobita holds a license to provide GSM-standard cellular
services throughout Uzbekistan. The company is also licensed to provide
services in the AMPS/DAMPS standard. All the licenses are valid until
2016.
The company had 670,000 subscribers at the end of the first quarter
of 2006 and this figure is expected to rise to one million by the end of
the year.

U.S. refusal to train Uzbek soldiers will not affect army - MP

TASHKENT. June 14 (Interfax) - The United States' refusal to offer
help in the training of Uzbek servicemen will not affect the defense
capability of the Uzbek army, Furkat Khatamov, parliamentary deputy and
member of the Liberal Democratic Party, told Interfax on Wednesday.
"A decision by the U.S. to deny assistance in training Uzbek
servicemen will affect neither the defense capability of the army, nor
the professionalism of our servicemen," he said.
The U.S. Congress has taken the decision to stop funding a training
project in the Uzbek army as part of the IMET program.
The experience of Uzbekistan's strategic partnership with the
United States has revealed a disproportional approach by the U.S.,
"which sought to receive $3-$4 worth of geopolitical and other benefits
per $1 of investment," Khatamov said.
"The U.S.' negative position on Uzbekistan is a tragic mistake,
which may lead to a split in the anti-terrorist coalition," he said. "It
is most likely the result of foreign policy insinuations and
misinformation in the U.S. regarding the situation in Uzbekistan and
Central Asia as a whole," he added.

предприятия в 1992 году подписали Coke, ROZ Limited и правительство

LUKOIL completes engineering design of environmental facility in Uzbekistan

During the course of implementation of the Kandym-Khauzak-Shady-Kungrad PSA LUKOIL Uzbekistan Operating Company completed the engineering design of a temporary storage and waste management facility for drilling cuttings on the Khauzak and Shady blocks in Bukhara Region (southwestern Uzbekistan), the Russian company said in its release on 14 June.

The facility is the first of its kind in the Republic of Uzbekistan. Design of the site was carried out by the Baku subsidiary of the LUKOIL?VolgogradNIPImorneft Institute, which was the winning bidder at the tender. Local contractors, Uzgipromeliovodkhoz institute and Neftegaztekhnologiya enterprise, were actively involved in the work, it added.

Meticulous engineering geological surveys of the terrain were carried out during the site selection phase in order to study the soil, the depth of ground water and watertight rock. The work was carried out under the oversight of the regional and republican environmental protection committees. The design and budget documentation successfully passed peer reviews in government authorities of Republic of Uzbekistan.

The company currently operates 18 breweries in six countries in Eastern Europe, including Russia where it is the market leader with a 35 per cent market share.

Uzbekneftegaz, Kogas to build $1.1Bln gas chemical complex

TASHKENT. June 15 (Interfax) - Uzbekneftegaz National Holding
Company, Uzbekistan's national oil company, plans to enlist South
Korea's Kogas in a project to build a $1.1 billion gas chemical complex
in the Ustyurt region in western Uzbekistan.
The project has entered the preparatory stage and will create a
polyethylene and propylene joint venture with an output capacity of
150,000 tons per year, a source in Uzbekneftegaz told Interfax on
Thursday.
The complex will be supplied from the Surgil gas condensate field
in 2006-2009, according to the project.
Direct investment from the South Korean side may total about $960
million.
This will be Uzbekistan's second gas chemical plant. The first one,
started up in Shurtan in 2001, produces 150 types of high, medium and
low pressure polyethylene at a rate of 125,000 tons a year. Its annual
output also includes 137 tons of liquefied gas, 130,000 tons of light
condensate, 4.2 billion cubic meters of commercial gas and 4,000 tons of
sulfur.

Vnesheconombank signs program of interaction with SCO banks

MOSCOW. June 15 (Interfax) - Vnesheconombank has signed a program
of interaction with Shanghai Cooperation Organization (SCO) banks, a
Thursday press release says.
Other signatories to the program, which updated the strategy of the
SCO Interbank Association, are the Development Bank of Kazakhstan, the
State Development Bank of China, the Settlement and Savings Company of
Kyrgyzstan, the National Bank of Tajikistan, and the National Bank for
Foreign Economic Activity of Uzbekistan.
The program will help to fund large infrastructure projects in the
spheres of transport, energy and information technologies, and broaden
financial cooperation in the SCO, the press release runs.

Kyrgiz premier warns of ethnic conflict danger in Fergana Valley

BISHKEK June 15. (Interfax) - Felix Kulov, the head of Kirgztan's
government, warned of the possibility of an ethnic conflict erupting in
the Fergana Valley in the fall of this year.
"According to information in our possession, a group of religious
leaders and extremist armed groups will attempt to ignite ethnic strife
in the Fergana Valley," Kulov said at a meeting with Hassan Abdel-Moneim
Mustafa, the new head of the International Organization for Migration's
office for Southeast and Central Asia, Interfax was told on Thursday.
"High unemployment, the scarcity of land and water resources create
the perfect mix for destructive forces," Kulov remarked.
The Kyrgyz premier added that the situation with the infiltration
of illegal immigrants into the country remained critical and that the
increase in the number of such migrants was the result of a lack of an
adequate system to record and keep track of foreigners already in
Kyrgiztan.
In response, Hassan Abdel-Moneim Mustafa said that his organization
was ready to assist Kyrgiztan in the construction of two border check
points at the Kyrgyz-Uzbek border and in the modernization of
Kyrgiztan's internal passport system.

Uzbekneftegaz, CNODC sign geological exploration agreement

TASHKENT. June 14 (Interfax) - National oil and gas holding company
Uzbekneftegaz and China National Oil Development Corporation (CNODC)
have signed an agreement on geological exploration work in Uzbekistan,
Uzbekneftegaz told Interfax.
The Chinese company will carry out geological exploration work at
five investment blocks in the Ustyurt, Bukharo-Khiva and Ferghana
regions. CNODC is to invest $208.5 million in the exploration work, with
$88.3 million to be spent during the first phase of work.
The first phase will include 2D seismic exploration on 7,000 square
kilometers and 3D seismic exploration on 1,320 square kilometers. The
company plans to drill 15 exploration and 12 evaluation wells.
CNODC will set up a wholly owned subsidiary in Uzbekistan to act as
project operator. If new fields are opened at the investment blocks,
CNODC and Uzbekneftegaz will set up joint companies on a 50:50 basis to
develop these. The Chinese company will supply a guarantee to raise
funds for the development of the new oil and gas fields.
Uzbekneftegaz, a monopoly operator in Uzbekistan's oil and gas
industry, was established in 1998. It comprises four joint stock
companies.
Uzbekneftegaz produced 59.686 billion cubic meters of natural gas
in 2005, down 0.3%. Production of liquid hydrocarbons (oil, gas
condensate) fell 17.2% to 5.449 million tonnes.

SHANGHAI, Jun 15, 2006 (Xinhua via COMTEX) -- The construction of a Tajik-Uzbek
highway, part of regional highway linking up China and Kyrgyzstan and
Uzbekistan, will be started soon with preferential loans from China, a Chinese
official said here Thursday.

In fact, China has offered 60 million yuan (7.5 million U.S. dollars) of free
assistance for constructing the Tajik-Uzbek highway, said Feng Zhenglin, Chinese
vice minister of communications, at a business forum on the sidelines of the
Shanghai Cooperation Organization (SCO) summit.

Passenger and commodity transport lines connecting China and other member states
of the SCO, including Russia and four central Asian countries, have kept
extending and boosted trade and human contacts.

In the northeastern and northwestern areas, China is linked through 25 vehicle
ports along its borders with other SCO members, including 15 with Russia, seven
with Kazakhstan, two with Kyrgyzstan and one with Tajikistan.

While trade and economic cooperation with SCO members keeps growing, China is
striving to boost road transport along the Eurasian bridge.

Kyrgyzstan may extradite four suspects to Uzbekistan

BISHKEK. June 15 (Interfax) - The Kyrgyz Prosecutor General's
Office will fulfill the Supreme Court order concerning four Uzbek
citizens denied refugee status, office spokesman Toktogul Kakchekeyev
told Interfax on Thursday.
"The court has studied their files, heard their cases and made its
judgment, which must be met by the Prosecutor General's Office," he
said.
"As soon as the Supreme Court judgment concerning the last Uzbek
citizen enters into force [the case was heard on June 12], we will hold
negotiations with Uzbek law enforcers and may authorize extradition
proceedings," he said.
The four Uzbek citizens entered Kyrgyzstan following the Andizhan
riots last May. They were seized in a camp for displaced persons at the
request of Uzbekistan and taken to the Osh city detention center on June
16, 2005. Uzbek authorities charged them with killing the Andizhan
prosecutor and demanded their extradition.
Meanwhile, the Office of the UN High Commissioner for Refugees
(UNHCR) has granted the four refugee status.

China provides Uzbekistan with $50.3 mln loan for water projects

TASHKENT. June 16 (Interfax) - China is providing Uzbekistan with a
$50.3 million loan to finance projects for land improvement and
irrigation, the Uzbek National Bank of Foreign and Economic Activity
said in a press release.
The resources are being provided from a discount credit line
totaling $900 million the Chinese government has reserved for members of
the Shanghai Cooperation Organization (SCO).
National Bank of Foreign and Economic Activity CEO Saidakhmad
Rakhimov and Vice President of the Chinese Eximbank Zhao Wenzhang signed
the corresponding documents during a SCO meeting this week in Shanghai.
A total of $37 million will be allocated to improve drinking water
in the cities of Ferghana, Margilan and surrounding towns, $7.6 million
will be allocated to improve farmland in central Ferghana and $5.7
million to rebuild the Gulbakhor pumping station.
The agreement sets out the preliminary size of the loans, the Uzbek
bank told Interfax. The final amount of loans and terms will be
clarified later.
The Uzbek government plans to raise $910.6 million from China to
implement 46 joint projects at a total cost of $1.467 billion.

Николай Исааков, помимо Кандымского проекта, который уже действует, и
планируемого проекта Арал, "мы рассматриваем еще 2 возможных проекта".
Конкретных договоренностей с правительством Узбекистана по ним пока

компании. "Не думаю, что в этом году по этим проектам уже что-то

разделе продукции (СРП) в рамках международного консорциума по проекту
ведения геологоразведочных работ на нефть и газ в узбекской части
акватории Аральского моря. В международный консорциум инвесторов по
проекту входят также малазийская Petronas, "ЛУКОЙЛ Оверсиз", Корейская
национальная нефтяная корпорация (KNOC) и китайская CNPC. Все члены
имеют равные доли в консорциуме.
Кроме того, "ЛУКОЙЛ Оверсиз" в ближайшее время намерен начать
бурение первой скважины на контрактном участке Хаузак в Узбекистане,
который является частью проекта "Кандым-Хаузак-Шады-Кунград". Проект на
условиях СРП реализует консорциум инвесторов в составе "ЛУКОЙЛ Оверсиз"
(90%) и "Узбекнефтегаз" (10%). Доля консорциума инвесторов в прибыльной
продукции составляет 50%. Объем утвержденных геологических запасов
природного газа на контрактной площади - 329 млрд. кубометров.
Промышленную добычу намечено начать в 4 квартале 2007 года. Максимальный
уровень годовой добычи природного газа составит более 10 млрд.
кубометров, а общий накопленный объем добычи в рамках проекта может
достичь 207 млрд. кубометров газа.

China Devt Bank to provide $20 mln loan to Uzbek bank

TASHKENT. June 16 (Interfax) - The State Development Bank of China
is providing a long-term $20 million credit line to the Uzbek National
Bank of Foreign and Economic Activity to finance projects in small
business and private entrepreneurship, the Uzbek bank said in a press
release.
A loan agreement was signed this week in Shanghai.
The parties reached agreement on the credit line at the end of 2005
when a Chinese delegation visited Tashkent.
The resources are being provided to the Uzbek bank without a
guarantee from the Uzbek government for nine years with a two-year grace
period on an interest rate of Libor + 1.5%.
The credit line will be used to finance the delivery of equipment,
technology and services of which at least 50% will be Chinese-made. The
minimum amount of a subloan is $100,000. Loans for individual projects
should not be more than 85% of the total value of the import contract,
the release says.
This is the first loan raised by the Uzbekistan bank.

Ex-Uzbek Defense Ministry official sentenced to 15 years for treason

TASHKENT. June 16 (Interfax) - A former official in the Uzbek
Defense Ministry has been sentenced to 15 years in prison on charges of
high treason.
"The Uzbek military tribunal in Tashkent has finished hearing the
case of the republic's resident Erkin Musayev charged with high treason
(Article 157 of the Criminal Code), disclosing state secrets (Article
162), forgery in public office (Article 301), and negligence (Article
302)," the tribunal said in a press release on Friday.
Musayev was found guilty of passing classified documents to a
foreign country's special services, the release reads.
The tribunal, however, declined to name the country that had
received the documents.

Supplies of Uzbek gas to Tajikistan halted by pipeline fire

DUSHANBE. June 16 (Interfax) - There was a fire on the Dushanbe-
Kurgan-Tube gas pipeline in Tajikistan last night, which halted supplies
of natural gas from neighboring Uzbekistan, Tajikgaz Director Husein
Aliyev told Interfax on Friday.
"The fire took place last night, due to a gas leak. Fire crews
worked at the site of the accident for five hours and have already
finished their work," he said.
Aliyev did not give the reason for the accident and said that it
was "a technical accident."
"The pipeline will return to its usual operating regime by this
evening," he said.
The Tajik Interior Ministry confirmed that the accident had taken
place, but did not give any version of the events.
"We do not yet see any connection between this occurrence and the
explosions in Dushanbe," a source at the ministry told Interfax.
Tajikistan produces a small volume of natural gas and buys most of
its gas from Uzbekistan. In January-March this year Tajikistan increased
gas imports from Uzbekistan 16.8% to 266.9 million cubic meters for
$14.7 million.

Gissarneftegaz starts $400-mln oil project in Uzbekistan

TASHKENT. June 19 (Interfax) - The Uzbek-Swiss joint ventur
Gissarneftegaz has started implementing a $400-million project t
explore and develop oil and gas fields in Uzbekistan, Ulmaskama
Abdazimov, first deputy general director of Gissarneftegaz, tol
reporters.
"We started drilling last week at the North Nishan field i
Bukharo-Khiva region and next in line is the first well at the Nort
Guzar field," he said.
Gas production will start in September at the North Guzar field an
at the end of this year at the North Nishan field, Abdazimov said.
The North Guzar field is expected to produce 430 million cubi
meters of gas and 30,000 tonnes of gas condensate once it reache
projected capacity and the North Nishan field will produce up to 2 bc
of gas a year.
"We are planning to start building a gas pipeline soon to transpor
gas from fields in the Bukharo-Khiva district to Shchurtanneftegaz,
gas refinery that is part of Uzbekneftegaz," Abdazimov said.
Search and exploratory work will start in July at the Tagam
Shimolii-Tandircha section of Gissar region, he said.
Gissarneftegaz expects about $100 million in investment.
Zeromax has been operating in Uzbekistan since 1999. Since 2000 the
company has specialized mainly in building oil and gas infrastructure.
The Swiss company is the co-founder of a number of joint ventures and
subsidiaries working in the oil and gas sector in the republic.
Zeromax and Shurtanneftegaz formed the Gissarneftegaz joint venture
in 2005 on a parity basis in May 2005 to carry out exploratory work at
the Tagam-Shimolii-Tandircha section of the Southwest Gissar oil and gas
region and develop the Northern Nishan, Kamashi, Beshkent, Northern
Guzar and Shakarbulok fields in the Bukharo-Khiva oil and gas region.
Gissarneftegaz will produce up to 3 bcm of gas a year once it
reaches projected capacity. A total of approximately 30 bcm of natural
gas is expected to be produced, one million tonnes of gas condensate and
500,000 tonnes of oil.

TASHKENT. June 18 (Interfax) - A Tashkent court has agreed to close
down the local office of the Central Asian Free Exchange (CAFE) U.S.
non-governmental organization (NGO) due to the office's involvement in
missionary activities in Uzbekistan.
"Tashkent's civil court has finished hearing the case of the CAFE
office in Uzbekistan. The office will be closed down," a court source
told Interfax.
The U.S. NGO's office has 20 days to appeal the court's ruling.
CAFE's offices in Nukus, Fergana and Kokanda were shut down
earlier.

Double standards negatively affect Asian security - Uzbek president

ALMATY. June 17 (Interfax) - The double standards that certain
countries apply in assessing world events negatively affect security in
the Asian region, Uzbek President Islam Karimov said.
"Something that one country or state is allowed to do, is banned
for others," Karimov said, speaking at the second summit of the
Conference on Interaction and Confidence-Building Measures in Asia
(CICA) in Almaty on Saturday.
"The Conference's effectiveness would increase if the documents
that are to be adopted stipulate that the recommendations on
implementing the mechanism of the Catalogue of Confidence-Building
Measures could be tied to specific conflict situations troubling the
global community so that they can be settled before they grow into
wars," Karimov said.
"This is a difficult task. However, the attainment of this goal
could justify all our efforts toward improving international relations,"
Karimov said.
In adopting documents within the CICA framework, it is important to
take into account the security principles that such authoritative
organizations as ASEAN, the Shanghai Cooperation Organization, the Asia
Cooperation Dialogue and others have developed, he said.
"This would provide a basis for coordinating our steps with these
authoritative institutions in developing security recommendations,"
Karimov said.

in a filing with the U.S. Securities and Exchange Commission.
Newmont, which plans to appeal the ruling, said the book value
of its ownership in the venture was $92 million.
Newmont said the ruling was in error because Uzbekistan's
Ministry of Justice gave the company written confirmation that a
decree protecting the joint-venture from tax-law changes had
been in effect. Newmont spokeswoman Deb Witmer didn't
immediately return a telephone message to her office after
business hours.
``We're still evaluating our legal rights and following the
situation closely,'' said Newmont spokeswoman Maureen Upton in a
voice mail. Upton didn't comment further.
For the first quarter, Newmont sold 29,300 ounces of gold
from its Zarafshan operations, down 14 percent from 34,200
ounces a year earlier, the company said in April.
Newmont shares fell $1.01, or 2 percent, to $49.51 in New

Как стало известно московской газете "Бизнес" (http://www.b-online.ru/), в ближайшие три месяца завод УзДэуАвто в Узбекистане может быть продан корейской компании Hyundai. О том, что узбекский завод УзДэуАвто может быть продан Hyundai, "Бизнесу" рассказали информированные источники на российском автомобильном рынке. "Такое решение уже принято высшим руководством Узбекистана. Соглашение может быть подписано в июле-сентябре этого года",- сказал источник. Он не уточнил, какой пакет акций завода будет продан, предположив, что речь идет о как минимум контрольном пакете.

В компании УзДэуАвто пока никак не комментируют эти слухи.

Совместное предприятие УзДэуАвто было создано в 1996 году. В мае 2005 года после банкротства головной компании Daewoo Motor узбекское акционерное общество "Узавтосаноат" выкупило у корейской стороны ее долю в 49%. С момента основания предприятие производило автомобили Daewoo моделей Nexia, Tico, Damas, позже вместо Tico на конвейер стал Matiz. Автомобили узбекского производства завозятся в Россию беспошлинно, с уплатой НДС. До 2003 года Daewoo был лидером российских продаж среди иномарок, а Nexia долгое время носила титул самой продаваемой модели. В прошлом году УзДэуАвто произвел более 100 тыс. автомобилей, из которых половина была экспортирована в Россию. В нынешнем году завод планирует собрать 130 тыс. машин. Общая мощность предприятия- до 200 тыс. автомобилей в год.

По данным источников "Бизнеса", выпуск моделей Daewoo в Узбекистане будет прекращен в мае-июне следующего года. После этого некоторое время уйдет на переналадку оборудования, и в конце 2007 года могут появиться первые узбекские Hyundai. По данным источника, на предприятии будут производиться две модели Hyundai: микролитражка - вместо Daewoo Matiz (вероятно, речь идет о модели Hyundai Atos, не представленной на российском рынке) и седан класса С. Возможно, это будет модель Elantra, возможно, новое поколение Accent, которое будет представлено на Московском автосалоне этого года под именем Verna.

"После выхода Daewoo из СП узбекской стороне необходимо было искать партнера - и они его нашли. Для обеих сторон это хороший вариант",- считает управляющий директор AG Capital Александр Агибалов. Он оценивает общую стоимость завода УзДэуАвто в $400 млн.

По данным источника "Бизнеса", узбекские Hyundai в России будут продаваться через торговый дом Hyundai, который планируется основать к 2008 году.
Сейчас дистрибутором импортных Hyundai является "Карнэт2000", входящий в группу "Рольф".

Дистрибуторский контракт между сторонами, действующий до конца 2007 года, по данным источников "Бизнеса", скорее всего, продлен не будет. В московском представительстве Hyundai отказались комментировать эту тему.

MOSCOW, Jun 23, 2006 (Xinhua via COMTEX) -- Uzbekistan has rejoined the
Collective Security Treaty Organization (CSTO) and can be regarded as a full
member of the organization, Russian President Vladimir Putin announced in Minsk
on Friday.

"Our Uzbek colleagues have lifted the moratorium in the framework of the
organization. Therefore we can say that as of this moment Uzbekistan is a
full-fledged member of our organization and is fully contributing to our work,"
Putin was quote by the Interfax news agency as saying at a CSTO summit.

Uzbekistan was one of the founding members of the Russian-led Organization in
1992. But in 1999, Uzbekistan quit the organization in an effort by Uzbek
President Islam Karimov to join a rival regional body known as GUAM.

Karimov said, "I am thankful to the leaders of the countries that made the
decision today. It is an important event for us."

He recalled that Uzbekistan never denounced the CSTO but only suspended
participation. "I would like to notify everyone here that there have been no
denunciation processes at the parliamentary level," Karimov said.
He also pointed out that Uzbekistan will fully quit GUAM when its parliament
officially announced the membership agreement.

The member states of the CSTO now include Russia, Belarus, Armenia, Kazakhstan,
Kyrgyzstan, Tadzhikistan and Uzbekistan.

В селе Чужа Уйчинского района Наманганской области работает отделение банка. По словам жителей села, люди всегда мучаются, чтобы получить свои деньги. У сотрудников Службы национальной безопасности Узбекистана (СНБ) вызывает подозрения то, что в последнее время местные жители стали получать много денежных отправлений.

- Это совершенно естественно. Из-за отсутствия работы здесь многие трудоспособные мужчины уезжают на заработки в другие страны, - говорит житель села Бахтиёр Уринов. – В каждой третьей семье кто-то работает за рубежом. Они и пересылают заработанные средства семьям. Получается, что теперь мы не можем спокойно получать и те деньги, которые мы заработали честным путем?

По словам сотрудника СНБ Наманганской области, пожелавшего остаться неизвестным, в настоящее время система денежных отправлений «Вестерн Юнион» сотрудничает с органами СНБ Узбекистана. Система информирует о том, кто и сколько денег отправляет.

Как сообщил сотрудник Андижанского отделения Национального банка Узбекистана Н., начали отправлять деньги своим семьям и родным и андижанские беженцы, получившие убежище за границей. Банки Андижанской области ежедневно выдают до трехсот денежных переводов.

Официальные статистические данные о количестве гастарбайтеров из Узбекистана за рубежом и о суммах переводимых ими на родину денег нам не известны. Однако, по оценкам экономистов, годовая общая сумма может приближаться к миллиарду долларов США.

second-biggest Arab phone operator by market value, expects to win
at least six overseas licenses in the ``next few months,'' Gulf News
reported, citing the company's president.

Egypt's government and the third by Syria, Mohammed Omran said,

Китайские предприниматели откроют рынок оптовой торговли в Джизаке

Комплекс "Осие карвон саройи" в городе Джизаке взят в аренду китайскими предпринимателями, которые приступили к его оборудованию для открытия рынка оптовой торговли, сообщает УзА.

В комплексе, построенном в восточном архитектурном стиле, созданы все удобства для продавцов и покупателей. Аренда торгового центра китайскими предпринимателями должна оказать положительное воздействие на экономику региона.

При Джизакском областном хокимияте в целях улучшения работы рынков организована специальная рабочая группа, которая тщательно изучила деятельность рынков.

На основе подготовленных группой предложений ремонтные работы также проводятся на Галляаральском дехканском рынке и рынке "Кук бозор" в Джизаке.

Uzbekistan on Tuesday vowed to enhance judicial cooperation in a bid to promote
bilateral ties and facilitate economic and social progress.

Chinese State Councilor Zhou Yongkang and Uzbek Minister of Justice Buritosh
Mustafaev agreed to enhance cooperation in law and judicial sectors during a
meeting in Beijing.

Zhou also called for the two countries to further implement a Sino-Uzbek Treaty
on Mutual Judicial Assistance in Civil and Criminal Affairs and a bilateral
extradition treaty.

В ряде информационных электронных порталов и зарубежных изданий появилось сообщение о том, что южнокорейская автомобильная компания Hyundai купит "УзДЭУавто", что пока остается официально не подтвержденным.

Российская деловая газета "Бизнес" пишет: "Hyundai может уже в этом году объявить о приобретении узбекского автомобильного предприятия "УзДЭУавто", где делают популярные в России Daewoo Nexia и Daewoo Matiz.

Выпуск моделей Daewoo в Узбекистане будет прекращен в мае-июне следующего года. После этого некоторое время уйдет на переналадку оборудования, и в конце 2007 года могут появиться первые узбекские Hyundai, сообщает газета.

По данным источника, на предприятии будут производиться две модели Hyundai: микролитражка - вместо Daewoo Matiz (вероятно, речь идет о модели Hyundai Atos, не представленной на российском рынке) и седан класса С. Возможно, это будет модель Elantra, возможно, новое поколение Accent, которое будет представлено на Московском автосалоне этого года под именем Verna".

Как считают специалисты, если сделка состоится, она будет выгодна обеим сторонам. "УзДЭУавто" получит сильного партнера, а Hyundai — доступ к автозаводу мощностью 200 тысяч автомобилей в год. Стоимость завода сейчас, по некоторым оценкам, составляет около $400 млн, отмечает газета "Бизнес".

Как сообщает "Интерфакс", источник в ОАО "Узавтопром" категорически опроверг слухи о том, что Узбекистан ведет переговоры о продаже завода "УзДЭУавто" южнокорейской компании "Hyundai".

Он дал информацию о том, что многие известные автомобильные компании проявляют интерес к асакинскому предприятию, в их числе и "Hyundai". В 2005 году представители этой компании были с визитом в Узбекистане и в его программу входило посещение завода "УзДЭУавто", но никаких решений о продаже части акций предприятия не принималось.

Надо сказать, что сейчас завод приносит республике немалую прибыль, так как автомобили пользуются большим спросом в республике и за рубежом, благодаря относительно невысокой цене и экономичности.

Собеседник согласился с тем, что без иностранного инвестора, заводу не осилить модернизацию производства, чтобы выйти на более высокий уровень продаж, выпуская современные модели автомобилей.

Uzbekistan announces tender on modernisation of Tashkent Thermal Power Plant

The government of Uzbekistan announced a tender on construction of 370MW combined cycle power plant at Tashkent Thermal Power Plant on 28 June.

The Government of Uzbekistan with Uzbekenergo state joint stock company as its executing agency has received an ODA Loan from JBIC (Japan Bank for International Cooperation) to implement modernization project of Tashkent Thermal Power Plant, located at 20km Northeast of Tashkent city.

Uzbekenergo calls applicants for the full-turnkey EPC-Contract under this project. The project shall consist of engineering, procurement, manufacturing, transportation, erection, installation and commissioning including modification, project management, of a complete operable gas turbine combined cycle power plant to be constructed by an EPC Contractor with a single responsibility on full turnkey basis in the premise of the Tashkent Thermal Power Plant.

The power plant uses natural gas from gas fields of Uzbekistan. The power plant consists of one (1) gas turbine generator, one (1) unfired heat recovery steam generator, and one (1) steam turbine generator complete with all the associated auxiliary equipment and those will be configured multi-shaft arrangement, the tender announcement said.

"The registration is opened to a firm , Joint Venture/Consortium Operation and that has been registered under this procedure will be invited to propose for the EPC-Contract. A registered firm or a member of registered Joint Venture/Consortium may participate in only one proposal for the EPC-Contract. This rule shall not apply for any subcontractors for this project," the tender announcement said

LANZHOU, Jun 29, 2006 (Xinhua via COMTEX) -- Forty teachers from secondary
schools and universities of three central Asian countries will receive a month
of training in Chinese teaching at Lanzhou University based in northwest China's
Gansu Province.

This is the second time Lanzhou University has trained teachers from central
Asian countries in Chinese teaching since 2004.

The 40 teachers from Kazakhstan, Kyrgyzstan and Uzbekistan will study Chinese
vocabulary and culture, the methods of Chinese teaching, Chinese pronunciation,
Chinese grammar and the cultural aspects.

They will also practise and observe Chinese teaching at Chinese schools and
receive guidance for HSK tests, a Chinese language testing system, sources with
the Lanzhou University said.

An opening ceremony for the training class was held at the Lanzhou University on
Thursday morning.

The training program is an international cooperative program on Chinese teaching
launched by the National Office for Teaching Chinese as a Foreign Language with
the purpose of promoting cultural exchanges and cooperation between China and
central Asian countries.

Enthusiasm in learning Chinese has surged overseas in recent years.

Lu Jianji, a professor with Beijing Language and Culture University, said at the
World Chinese Conference last year that more than 30 million people are learning
Chinese worldwide and more than 2,500 universities in 100 countries are teaching
Chinese.

At the end of last year, more than 500,000 people had taken the HSK tests, or
Chinese proficiency tests, in over 120 countries and regions, as well as more
than 500,000 people from Chinese ethnic minorities.

Постановление президента Узбекистана


«О реализации в частную собственность государственных пакетов акций предприятий акционерной компании «Тошавтобустранс»

В целях повышения заинтересованности работников автобусных парков в эффективном, бережном и целевом использовании подвижного состава, особенно комфортабельных автобусов «Мерседес-Бенц», развития частной инициативы и предприимчивости и на этой основе обеспечения улучшения качества обслуживания населения г.Ташкента в пассажирских перевозках городским автобусным транспортом:

1. Принять предложение Рабочей комиссии, образованной Указом Президента Республики Узбекистан от 11 января 2006 года №УП-3713, Госкомимущества, Министерства экономики, Министерства финансов Республики Узбекистан, хокимията г.Ташкента, ассоциации «Тошшахартрансхизмат» о реализации в частную собственность государственных пакетов акций автобусных парков акционерной компании «Тошавтобустранс», согласно приложению, в два этапа:
на первом этапе (2006-2007 годы) – реализация принадлежащих государству акций автобусных парков, с учетом включения в их уставные фонды стоимости 159 единиц автобусов «Мерседес-Бенц», по которым полностью погашены привлеченные иностранные кредиты;
на втором этапе (2008-2010 годы) – увеличение уставных фондов автобусных парков на стоимость 362 единиц автобусов «Мерседес-Бенц», по которым полученные иностранные кредиты под гарантию Республики Узбекистан еще полностью не погашены, с реализацией дополнительно выпущенных на эту стоимость акций в частную собственность.
Госкомимуществу Республики Узбекистан совместно с Министерством финансов, АК «Тошавтобустранс» до 1 января 2007 года в установленном порядке привести в соответствие уставные фонды автобусных парков акционерной компании «Тошавтобустранс» с учетом включения стоимости 362 единиц автобусов «Мерседес-Бенц».

2. Определить, что реализация государственных пакетов акций автобусных парков АК «Тошавтобустранс», имеющих в собственности автобусы «Мерседес-Бенц», осуществляется на основе проведения закрытых аукционных торгов в первую очередь членам трудовых коллективов автобусных парков, а также автопредприятиям, входящим в АК «Тошавтобустранс» и зарекомендовавшим себя как надежные автоперевозчики, обеспечивающие ритмичное и безопасное обслуживание пассажиров.

3.Установить следующий порядок распределения средств от реализации государственных пакетов акций автобусных парков акционерной компании «Тошавтобустранс»:
30 процентов средств от реализации государственных пакетов акций направляются, в первую очередь, на погашение иностранных кредитов, привлеченных под гарантию Республики Узбекистан для приобретения автобусов «Мерседес-Бенц»;
40 процентов средств от реализации государственных пакетов акций направляются до конца 2010 года ассоциации «Тошшахартрансхизмат» на возвратной основе сроком на пять лет с целевым использованием на обновление подвижного состава автобусных парков, в том числе на лизинговой основе;
оставшаяся часть средств от реализации государственных пакетов акций распределяется в установленном законодательством порядке.

4. Госкомимуществу совместно с Министерством финансов Республики Узбекистан в месячный срок разработать и утвердить в установленном порядке положение о порядке реализации государственных пакетов акций автобусных парков акционерной компании «Тошавтобустранс» на закрытых аукционных торгах с обязательством целевого использования автобусов на маршрутах, закрепленных за автобусными парками.

5. Согласиться с предложениями Министерства экономики, Министерства финансов, Госкомимущества Республики Узбекистан, хокимията г.Ташкента, ассоциации «Тошшахартрансхизмат» и банка «Асака»:
о поэтапном, в период 2008-2010 годы, обновлении подвижного состава автобусных парков г.Ташкента, с преимущественным использованием автобусов на дизельном и газовом топливе, за счет части средств, оставляемых ассоциации «Тошшахартрансхизмат» от реализации государственных пакетов акций автобусных парков, а также собственных средств автобусных парков, кредитов отечественных и зарубежных банков, международных финансовых институтов;
об образовании банком «Асака» и ассоциацией «Тошшахартрансхизмат» лизинговой компании по предоставлению в лизинг автобусов юридическим лицам, осуществляющим коммерческие перевозки пассажиров на основе соответствующей лицензии.
Освободить вновь создаваемую лизинговую компанию сроком до 1 января 2010 года от уплаты таможенных платежей (за исключением сборов за таможенное оформление) при ввозе пассажирских автобусов, передаваемых в лизинг автобусным паркам г.Ташкента.

6. Возложить на хокима г.Ташкента (Тухтаев А.Х.) и председателя ассоциации «Тошшахартрансхизмат» (Мухамеджанов Ш.Ш.) персональную ответственность за обеспечение ритмичного и безопасного функционирования городского пассажирского транспорта, обновление подвижного состава, эффективное и целевое использование автобусов на городских маршрутах.

7. Контроль за исполнением настоящего постановления возложить на Премьер-министра Республики Узбекистан Мирзиёева Ш.М.

Китайская компания Huawei Technologies Со. планирует до конца 2006 года приступить к установке мобильных терминалов в стандарте CDMA-450 в Узбекистане. Об этом сообщил журналистам генеральный директор АК "Узбектелеком" Хаким Мухитдинов.

По его словам, партнерами китайской компании в осуществлении проекта выступят АК "Узбектелеком" и ОАО "Коинот".

Х. Мухиддинов отметил, что технические параметры проекта в основном согласованы и в ближайшее время стороны намерены определить, на каких условиях будет осуществляться сборка терминалов - создание совместного предприятия или предприятия со 100 проц узбекским капиталом и франчайзинговым соглашением с Huawei.
