I don't think that you can cahnge people's approach to the government only by changing one or two person high there. How do they call it - "laganbardorlik" (?) - seems to flow in our blood.

Whether he'll run or not is not relevant here. What is more relevant whether he'll stay in power or not. Of course he will. There is no other way for him. If he steps down, he can be tried as war criminal, next lider will blame him for everything and most probably try to execute him, and so on. That's the problem with dictatorships, dictator creates an environment where everythign depends on him, and if he steps down, then everythign collapses. He is going to be in power until he dies from either natural (if he is lucky) or unnatural causes.
