government versus People

There are many problems and difficulties in our life. I had been thinking for several years about why in our wonderful land which called Uzbekistan things are "different" compare to other countries. In attached I summarized my observations and understanding of problems and things that I love in my life. I seperated government and People. I would like to share my thoughts with you guys because I like to hear your opinion and may be I'm wrong or I didn't fully understand things. In attached you can see the table about government versus People and if you like to give your opinion please feel free. I'll be glad to read your feedback.

Thanks guys for reply and encouragement :). This actually was part of my presentation in international workshop and I wanted to compare your opinion with others opinion. Anyway I got more comments from other people in developing countries and say the truth some of them started believing that people and government are completely different things, people can leave without government.

Please pay attention to the difference between government and People. People are 27 million and government is approximately 100 or 1000 people i don't know exact number. You are referring to low moral. The lower education the lower moral. It's old school keep the people dumb and give some bread and water in return you'll get people who worries about daily survival. Therefore we can't blame all people in any country. I undertand your concern I also experienced many wierd attitudes but if we have look on whole picture then we can see who is orchestrating all things.
