Yaqinda "Byudjet tizimi to'g'risida" qonun chiqganidan habardorsizdir. Muhim masala bulgani uchun hamyurtlarimizni buyudjetga munosabatlari bilan qiziqdim. Bizda buyudjet daromadlari ko'proq qayerlarga sarflanadi? Siz birinchi navbatda nimalarga e'tibor berish kerak deb o'ylaysiz? Balki oralaringizda davlat daromadlarini ko'paytirish yollarini biladiganlar, ammo fikrini ochiqlashga ikkilanib turganlar bordir?
Keling shular haqida ham muhokama qilib ko'raylik, bu hamma uchun foydaliroqdir manimcha, shunday emasmi?

I decided to paste an excerpt from UZreport.com. I am not sure to what extent this info is reliable, anyway, I shall be glad if this can be of any help for the course of discussion.
Here it goes:
"Uzbekistan's parliament adopted the 2001 budget on Thursday with a deficit of 1.5(OPTIMIST: I think this number is small for us, especially for this specific period) percent of gross domestic product, which the finance ministry says will be covered by privatisations and central bank money supply.
The government expects this year's budget deficit in the Central Asian state to total 1.1 percent of GDP.
The 2001 budget envisages revenues of 1,152.8 billion soms ($3.6 billion at the current official exchange rate) and expenditure of 1,210.3 billion soms.
Parliamentary budget committee head Abdurafik Akhadov told deputies GDP was forecast to grow by 4.5 percent next year, industrial output by 5.8 percent and agricultural output by 5.5 percent.
He said inflation should slow to 14.4 percent in 2001, compared with this year's expected rate of 22.8 percent.
Following are some details of the 2001 budget with comparisons for this year, in soms unless otherwise stated:

* The basic rate of profit tax paid by enterprises is due to be cut to 26 percent from 31 percent under the 2001 budget.
The budget also calls for a simplified import tariff system, with four rates instead of the current seven and it allows for import tax benefits for companies importing new equipment.

So far, I had concluded that the main source of income of state budget was centralized exports of cotton, but, this report says nothing about cotton but all taxes.
And, the present agricultural situation will directly affect the revenue side of budget, as well as the expense side. Think about shortage of water resources, welfare of people living in the countryside (subsidies for least survival),
