Can we practically get an OVIR in Tashkent in a new passport which has foreign visa stamps on it but no OVIR? what should we consider while applying to OVIR in Tashkent? :?

How can you have foreign visa stamps and have no OVIR?Have you renewed your passport and applied for visas out of Uzbekistan?
Give more information.
I guess the only thing you should consider while applying for OVIR is good connections and some money..

he's got it while abroad, he couldn't get ovir so anyway prolonged his visa(foreign) to his new passport :? and now he wants to go back to Tash and get ovir but they will be surprised there, right? could they tear up foreign visa from his passport? what is the best way for him? he is in trouble i know :D

No one is going to tear anything.Question is,how did he manage to get his passport while being out of country?Had he done it legally,he would have had his OVIR when he got his passport.
He will have problems when he flies to uzbekistan,passport control is going to wonder how he left the country without OVIR and even if he renewed his passport it should have had the OVIR stamp.So this is the first problem he is going to face.
The only solution is to find someone who can help with everything,who can meet him at the airport and take care of OVIR before he leaves the country.
Remedy to this kind of problem is easy-money..

Mate Toshkent uchun javob bera olmayman lekin bunday holat Andijonda bo`lgan pasportga visa bosilgandan 3-4 kun keyin ovir muhr bostirilgan visa Avstralia visasi edi lekin.

Probably the best way of returning back to Uzb is by having both passports in hand i.e. old and a new one. If we assume that the new passport has been obtained in a legal way, he should not have much issue with customs provided he got a motive (a good one) that made him to do so i.e. solely due to circumstances beyond his control.

Or, he should forget about new passport and arrive at with the old one. Certainly he will be accused in violating immigration rules etc… but probably it is much, much better than being accused in violating Uzbek passport control regulations.

ok, thanks everybody for advises, i want to clarify some points, he got passport illegally, while he was abroad...what he is trying to do is to go back to uzbekistan through kazahstan or kirgistan and want to get ovir in Tashkent...
anybody gone through this before?

Nope. The guy will have big problems with SNB, because he has a foreighn visa before geting exit visa from OVIR.

Clarification please...

Does this mean that you cannot get a foreign visa without a valid OVIR visa?
My OVIR has expired, but I have recently applied for a Turkish visa and hope to get it soon. It doesn't make sense to me that according to Uzb. law you always need to have a valid OVIR before applying for a foreign visa.

Or does what you are saying apply only to a new passport without any OVIR visas?

Leaving US is not an issue. Entering could turn out to be a potential trouble. Forget about new passport as long as u got someone who could roof you while entering. Keep the copies of your old passport (provided the old passport got ovir and foreign visa, even though expired one) and tell customs the tuth.

Better yet,
do not show them your new passport.You can not have two passports at the same time.You have to return your expired passport in order to get a new one.So if you think your expired passport can get you out of trouble,you are wrong.
Just show them your old passport and say that it expired and you never had a chance to renew it.Will they do anything to you?I don't think so.
Most they can do is impose some kind of fine on you,but that is it.
Now having two passports or having a new passport with no OVIR stamp on it may complicate everything and you may get yourself into trouble.
As mentioned above,find someone who can meet you at the airport.They will let you through passport control with no problems.
I think the real problem is different.How will you be getting out of country?If your new passport has no OVIR in it,you will have to apply for it.That's where questions may arise,so I advise you find somebody who can help you out with this problem.No questions asked.

Forex, i don't thik she will face an issue while leaving the country. If she will stick with the old passport (forgetting a new one) Immigration officers will treat her as illegal and would be more than happy to get her out of the country. Anyway, there is no stirct passport control for the ones leaving the country. Probably she should think about potential options of entering to Uzb.

Men UK da paytimda pasportimni yangilagan edim(Embassy orqali emas, o'zim, tanishlarim orqali)
UK da vizam tugay tugay deb qolganligi uchun pasportni OVI|R ga bermasdan, shartta UK ga jo'natishgandi, Keyingi yil O"zbekistonga borganimda hech qanaqa muammo bo'lmadi. Ovir qani degan savolga "Yuz"imga qarang aka- degan javob berildi.

Odatda bunday hollarda menimcha eng kam ish haqining 4-5 baravari miqdorida jarima tolanadi xolos. Boshqa hech qanaqa muammo bo'lmaydi.

Sure, but according to her posts she is away and trying return to Uzb. But i might be wrong.
