Has he already applied for university? And has he got accepted?
Basically, all he needs is
1. Offer Letter from the university to say he has been accepted on a certain course at that univ.
2. Bank Statement for the last three months and wage slips-to proove he can financially support him/herself in the UK without working.(although internationals are allowed to work 20hours p/w, they have to proove that they can afford tution-fees without working.i.e you can't put in your visa application that u'r gonna have to work while u study to pay your tution-fees)
3. If scholarship or someone else is paying for him/her, then some sort of sponsorship letter
4. Proof of address. If he has reserved a place in the halls most universityies issue a spesific letter for home-office or embassies to say he has got a place to live. Or copy of the contract with private landlord would do.
also visit www.ukvisas.co.uk (http://www.ukvisas.co.uk)
I think now it costs £250 by post or £500 if you go to home-office and get it done in a day.

A person with tourist visa in UK CANNOT change his status to student visa. He will have to go back.

A person with tourist visa in UK CANNOT change his status to student visa. He will have to go back.
but they say there might be some exceptions. At the time of application for tourists visa the person was not aware new rules of April 3, 2006. the applicant had intention to take at least 3 weeks course designed for teachers. (applicant is a teacher back at home country). now after the visitor visa was granted from tashkent for 6 months the applicant is wondering if the chance of studying is still on green light.
should the applicant go back to british embassy in tashkent and ask for new student visa? or can the applicant come to uk then seek permission to study full time.
what are other options you may advice?
PS.
In fact i never heard of impossibility of switching visitor visa to different types. the new rules seemed to be out in april 2006. the first time i heard about this problem was while reading craig murray's book. craig mentioned nodira's difficulties in respect of visa. they went to ireland to do it, but faild. so they went back to kiev to get the student visa from there.

Your best bet would be to email IND Public Enquiries explaining all the circumstances. Their email address is:
INDpublicenquiries@ind.homeoffice.gsi.gov.uk
They usually reply within couple of days.

if anything the application form s/he should sumbit is FLR(O) and the fee is 335 UK pounds. The person applying should be in exceptional circumstances to have a successful application (recently a wife of somebody whom we know got a dependant visa coming to the uk as a visitor, she was pregnant and unable to travel)
Guardian, that is all I know and nothing more at this time.
If you contact them most probable reply would be NO.

should the person go back to british embassy in tashkent and apply for student visa prior to visit? the school is arranged and the course date is settled. the person has already got the visitor visa.
is the switch from visitor-visa to dependent is difficult too?

it is IMPOSSIBLE to change a visitor to a student visa while in UK. We tried for my cousin couples of years back, prepared all sort of documents but was refused  he needs to go back to Uzb and apply in there...

A friend of mine is trying to do this. He received a visa for 30 days. Now he intends to stay there but as I know it is very difficult. Or maybe even impossible. Who knows? No matter what happens, I don't think he will return as he's allready spent a lot of money.

it is IND (Immigration and Nationality Directorate) general public enquiries phone number. Be prepared to listen to 10 minute symphony classics, though. :D

I'm afraid I have to ask the person to enter the British Embassy in Tashkent and apply for Prospective Student Visa? Do they give Uzbekistan this type visa too?

I can't believe this... Previously I told you about my friend who was trying to apply for student visa while he was in the UK. Anyway, two days ago I heard that he has already received his documents. He has extended his visa and now he can't stay in the uk for a year as a visitor.

A person with tourist visa in UK CANNOT change his status to student visa. He will have to go back.
That's right! Tourist Visa holder can not change his/her status to student or anything else.
So that person can either go back to Uzb and try for a student Visa or stay here in the UK and study without a Visa ;)
