Short time visa in UK

I am not sure if the issue I will ask for a help has been found out. If so, sorry for troubling you once more.

The problem:short time visa for language courses to UK.

My brother got short time visa(2 months ago, for 6 months) and is in UK

now, and the language course is about 3 months. Soon he will have to

extend his visa.

but as i heard its impossible these days, as his age 17 now he needs go

back to uzb, and get visa there.(not reliable info source)

shortly, is it possible to extend short time visa if you are 17? and

does it differ if u get 18 by expiration date.

if yes how? what he needs to do?

I've been extending my Visa since I was 15. So age and sex does NOT matter.
