farqi yo'q. bir xil vaqtlarda yoshi kattalarga spec. scholarship ham beradi. faqat albatta o'zini fuqarolariga, xalqaro talabalarga bunday narsalar yo'q menimcha. lekin oddiy akademik scholarshipga harakat qilsangiz bo'ladi.

I guess all is answered here. I'll speak for Japan. Generally there is no age limit for pursuing bachelor's degree, if you're self sponsored. But if you want to get scholarship, then you should check each scholarship's requirements individually. There is usually age designation.
