Searching for family of Shandel Fooks

I am the trying to regain communication with my Russian relatives - the family of Shandel Fooks (daughter of Nehama Shapiro). I live in the United States and am the daughter of William Rosen. Around 15 years ago, my father had been communicating by letter with Shandel. My father has been deceased for 10 years. Shandel lives in Tahskent - she is a doctor and has children/grandchildren in the universities. I do not speak or write Russian, but if anyone has any information on this family - would you please contact me via this forum. Thank you.
