Career Consulting International certifies upon evaluation of -------------- academic transcriptions and certifications, the equivalency in an American based educational system, is as follows:
US Regionally Accredited Bachelor of Business Administration Degree;
US Regionally Accredited Master of Business Administration Degree

It means bachelor only or masters too? If this person wants to go for phd is it possible with this diploma?

It clearly states Bachelor's degree and Master's degree in Business Administration.I don't see why the person can not go for his/her PhD.
Better yet,contact educational credentials evaluator and make sure of everything.

In the original diploma it says Diplomirovanniy spetsialist po spetsialnosti Menedjment and thats it that`s why I asked. There is nothing about BA or MA because it is still was kind of sovet education system.

If you recall,back in the Soviet era,we did not have Bachelor or Master's degrees.Only less than a decade ago these two have been introduced,so evaluators try to convert your degree and give a closest equivalent to that in the US educational system.Best way to find this out,as I've mentioned,is to contact evaluators and address the issue to them.
