I meant, yes a F-1 holder can file a DV online lottery application within its registration period. Once a KCC computer randomly selects you as a winner, you can submit a 'first winning package'' to KCC and get ready to interview. If you live outside US you are interviewed at the Embassy/Consulate of the USA in Uzbekistan, and if you are legally residing in the USA then you can make AOS (Adjustment of Status) within your local USCIS without quitting the US.

One of the most important advantages of AOS is:

When you file ur application with ur local USCIS and it refuses issuing you a permanent resident status, you are eligible to appeal this decision at the court and in most cases people get their Green Cards.
If a Consulate of the USA abroad refuses your application, you can't appeal as according to The Immigration and National Act a consular officer's decision is not subject to appeal.

Imagine I played it, the results come out and I did not win.
1. Will it effect on getting visa from Uzbekistan? (I have visa right now, but when it ends, will apply again for masters)
2. I go home at least once a year, am I going to be fine in entering US at immigration?

Logically, participation only in DV Lottery should not effect your application for nonimmigrant visas as it goes without saying that like other lots of lotteries it is a lottery. Millions of people play and a very few of them are selected.
So, according to reputable law firms, when you apply for a temporary visa and once you are asked in interview whether you had participated in DV lottery, be honest and say 'yes' and it should not effect ur visa.
As you know, The Immigration and National Act is based in honesty and consular officers do respect this. For saying 'no' you can be caught in fraud and might get a refusal with further ban.

At practice, I saw several occasions when students having won the DV lotteries got their GCs. If ur case number is small you can make AOS and if vice versa you'd better make CP (Consular Processing) in ur home country.

Do you guys know how to change the size of the scanned photo? I am filling DV thing for a friend of mine and I have got this photo which is not working. I tried to save it in different formats but it still says that it is too big or resolution is not working. (it says that my photo should have certain pixels) Anyhow, if you guys know how to change it. please let me know. Thanks!

Требования к формату фотографий:
Image File Format: фотография ДОЛЖНА быть сохранена в формате JPEG
Image File Size: максимальный "вес" или размер фотографии в байтах не должен превышать 62,500 bytes
Image Resolution: разрешение ДОЛЖНО быть 300 на 300 пикселей.
Image Color Depth: цветные фотографии должны быть сохранены в RGB или 24-bit, в случае если у вас черно-белые фотографии, они ДОЛЖНЫ быть также сохранены как RGB, то есть в 24-bit. Черно-белые фотографии в grayscale или мonochrome НЕ БУДУТ приняты.
Итак, вам нужно отсканировать уже готовую фотографию, отпечатанную на фотобумаге. Чтобы получить оптимальные результаты, бумажная фотография должна быть (желательно) квадратной формы размером 2 inches на 2 inches или, что тоже самое: 5 см х 5 см.

Эту бумажную фотографию нужно отсканировать в разрешениии 150 dpi (устанавливается в программе сканирования). Если ваша бумажная фотография былы 5 см х 5см, то после сканирования при установленных 150 dpi, получтся электронное изображение размером 600 на 600 пикселей, в разрешении 300 dpi. Если вы в фоотшопе посмотрите на свойства этой фотографии, то увидите буквально следующее - Рис. 1. Это еще не то, что требуют от нас Правила.

Теперь нам осталось только сохранить полученное изображение (приедвариетльно уменьшив его до 300 х 300 пикселей). В диалоге Image Size вы должны увидеть буквально следующее - Рис. 2

Даже при максимальном установленном качестве jpeg компресии, готовый файл не должен быть более установленных 62,500 байт. В качестве примера смотрите на Рис. 3. И вам НЕ ПОТРЕБУЕТСЯ специально умешьнать размер - все уже продумано!

Based on the current situation in the United States is it really that exciting to come to the US? :? It is a great place to come unless you want to buy a house, receive any kind of medical care, avoid fighting in foreign wars, pay taxes that don't benefit you in anyway. And in a few years all the manufacturing jobs will be overseas anyways so that will leave an economy will be hi tech work and top executives at corporations.

Hi everyone,

I submitted an application for GreenCard Lottery for my brother's son. What should he do in case he will win?

I live in US now. But I don't know anything about DV Lottery. I read about the steps to get the visa. Anyway I did not understant it clear.

Please help me with the information how he can get the visa if he will win the lottery. Sorry I have a big hope that he can win.

Please can somebody give the details of steps how to get the visa if the person won a DV Lottery.

How old is ur brother's son?
Did you fill the DV2009 Entry which was ended up on 3 December?

First let him win the DV provided he is eligible, :), then we will assist him to immigrate to the States.

Actually I applied for two son of my brother. One of them will finish his Masters study in 2008 June month. Second of brother's son has just a college degree.
One of them is 24 years old.
Second of them is 21 years old.

I am happy that I can get some answers and recomendations in this forum.

I have a couple more questions.
1) I heard that Uzbek post Office doesn't bring the package for winners often. Is it true? I mean they destroys the coming document packages for the winners.
2) What is the second step's difficulty? I always thought that if the person won the DV, he guaranteed can get the visa. But I see that some winners can not get visa.

To be open with you I would like give you more information so you can get the right answer.

I almost have a US citizenship. I am a Green Card holder. I have a job in US. I have a regular income and health benefits package as well as my wife. So, if I will provide the letter that I will give financial support to my brother's son.
3) Will it help to get the visa?
Of course first six - nine months he will live with me. So, I don't think that US Embassy has to worry about it.

I do not live in Uzb and can't judge about its postal service.
It would be wonderful if you showed in Entries ur address in the US as the packages are delivered safe and on time within the US, as you know.

2) What is the second step's difficulty? I always thought that if the person won the DV, he guaranteed can get the visa. But I see that some winners can not get visa.

If u're a LPR, you might have known very well about the process, I'm afraid.
The second step is not so difficult. One shall fill all the enclosed Forms along with attaching photos and mail them back to KCC. That's it and no more.:)

To be open with you I would like give you more information so you can get the right answer.

Yes, you can provide ur relatives with Affidative of Support and it will make the consular officer be confident that ur relatives won't become a public charge once they enter the US.


Of course first six - nine months he will live with me. So, I don't think that US Embassy has to worry about it.

The consular officer's decision in issuing a DV is based upon certain personal skills and background of every applicant: such as education, age, financial soundness, work experience, clean record and et cetera.

Если с Марта по Август 2008 ничего не получите по почте на указанный Вами адрес в DV Entry 2009, значит Вы не выиграли.

Personal Experience:

I was not asked whether I participated in the DV-Lottery while I applied for my MBA (F-1) visa in U.S. Consular in Tashkent.
