Ankara based the South African Embassy to Turkey has non-resident representations in Central Asia.

A friend of mine (Uzbek citizen) visited SA last year and he got a visa through the SA Embassy in Moscow.
I think the visa fees and required docs in Tashkent are the same as in Moscow.

Can I apply for visa through Consulate of South Africa in Tashkent? I need a student visa. I am currently in New Delhi, India. I can apply through The Consulate of South Africa in New Delhi, but I did not understand certain requirements for the procedure of visa.

Can you please clarify them for me:

The following is a quotation form the web page of the Consulate in New Delhi:

"South Africa, in recognition of the importance of the cross-cultural and academic stimulation permits the admission of a limited number of foreign students. Prospective students are encouraged to apply and await the outcome of a Study-Permit application in their own country.
• Study-Permits are issued on the condition that
- no foreign student may displace a South African
student at a local institution.
- that the student will guarantee his / her departure
on completion.
- must be proficient in English or South African
official language.
• Study-Permits are issued only for one year and may be extended (with documentary proof) in South Africa.
• Study-Permit holders are not permitted to take up employment after completion of their studies.

Documentation to be submitted
• Application forms: BI-159 A and F, and BI-806 (IM - 13).
• Proof of Educational qualifications.
• A motivation as to why the studies have to be pursued in South Africa and cannot be undertaken in the applicant's own country.
• Proof that the applicant is financially in a position to pay tuition fees and has adequate means of support.
• Letter from the school / Institution in South Africa confirming admission to the course, duration of the course, fees paid and proof of registration.
• Repatriation guarantee from the Institution.
• A copy of contract between the school and pupil explaining all the aspects related to accommodation, medical, etc.
• Medical Report (BI-811).
• Both parents consent on stamped paper.
(If a minor)
• Cash deposit for repatriation purpose in form of DD payable to South African High Commission of
Rs 40,000 (Refundable).
• Passport must be valid for at least one year."

I need the following points to be clarified:

– Prospective students are encouraged to apply and await the outcome of a Study-Permit application in their own country.

It says we are encoraged to apply in our own country. Doesn't it prevent us from applying in another country?

–must be proficient in English or South African
official language.

Is TOEFL required? The medium of instruction will not be English in the place where i am going to, although it is used together with other languages.

– A motivation as to why the studies have to be pursued in South Africa and cannot be undertaken in the applicant's own country.

This is something which may challenge me. The same institutions are available in Uzbekistan too, but not in the same quality. That is the reason why i am going to SA.

– Repatriation guarantee from the Institution

What is this?

– Cash deposit for repatriation purpose in form of DD payable to South African High Commission of
Rs 40,000 (Refundable).

This is very strange. Should I pay Rs 40 000 beforehand in order to confirm that I will come back after I finish my studies even though this money is refundable? This amount is almost 1000 US dollars. I don't want this. Or did I misunderstand? What is it about at all? Is it same in Moscow too?

– Passport must be valid for at least one year.

This is related to something which is becoming a headache for me these days. May passport wil expire in 2009. According to my plans, I will not be in Uzbekistan at that time, inshaallah. Also, I don't want to go back to Uzbekistan just to issue a new passport. Even I am afraid I may not be able to take a new OVIR viza too.

So, the questions regarding the passport are the following. Please, brothers, whoever has the knowledge of it and faces the same problems before, help me.

In South Africa there is no resident Embassy or Consulate of Uzbekistan. As far as I know, A Consulate which resides in Ankara, Turkey, takes care of such stuff for South Africa.

May I reissue my passport without visiting Uzbekistan. Is it possible to take this procedure through the Consulate of Uzbekistan which resides in Turkey?

Or may I send my passport and all necessary documents to my family so that they will do everything in my name and send it back to me.

What do you think, guys?

I can't go back to Uzbekistan to renew my passport, i guess. I will be in the middle of my studies and also, can not afford it financially.

I visited to the Capetown South Africa, and i have seen many universities in area Stallen Bosch, if you will study there so i am sured that your future is so bright.
And girls from all over the world there for study i hope you will enjoy.
