Problems with documentation

Hi everybody
If I want to open an agency like "Global study" acting only like preparing documents for students arranging enrollment letters and others to UK or Czech or USA. Do I need a special permittion from any Ministry or just open a firm and work ...
what do you think ?
if anyone know any documents hat I need, it will be valuable for me
