Probably, you don't know the rules of the WBA, where it says that a chempion can fight one voluntary (commercial) fight (where he can choose any fighter who wants to fight with him) and the another one must be #1 contender (challanger) on the WBA rating List. Now the No. 1 contender in the WBA is Valuev! So, because Chagaev already fought his commercial fight with Skelton, Ruslan must have next fight with him (Valuev). There is no other way round for him. So next fight we see will be Chagaev Vs Valuev.

All of these is known to anybody who is interested in boxing, ecpecially professional boxing. No need to be a geanious to know this. Just need to follow daily news.

May be you are right, may be his promoters are asking for extra commercial fight. Even it is the case, as you said they are asking for extra one, so this is not usual process. Whether the WBA permit it, we don't know yet.
