Parched Uzbekistan Covets Russian River Waters ...

The same kind of thing was discussed even at the times of SU, but is it really possible to realize this solution. What kind of ecologic, biologic effects may realization cause to the region. Can realization be used for solving Aral sea problem too?

I believe that the Aral Sea problem will remain unsolved for a very long time, maybe not due to the lack of resources, but because the problem does not draw enough attention from public. I might be wrong, I do not know. Even if there were enough resources and spending, how would one plan to restore the Aral to its previous conditions. I do not think we have the required technology and knowledge available at the present time. Even if there was some method to refill the Aral at least to its half of the previous condition, the cost would definately exceed the short run benifit.
