View Full Version : What should we do to further develop ICT in Uzbekistan? Что
Привет всем!
Сначала для тех кто может быть не в курсе дел я хотел бы напомнить что недавно были приняты два законодательных акта, которые должны служить импульсом для дальнейшего развития ИКТ в Узбекистане. Это Указ Президента Республики Узбекистан от 30 мая 2002 года №3080 «О дальнейшем развитии компьютеризации и внедрении информационно-коммуникационных технологий» и постановление Кабинета Министров Республики Узбекистан от 6 июня 2002 года №200 «О мерах по дальнейшему развитию компьютеризации и внедрению информационно-коммуникационных технологий».
Указом образован Координационный Совет по развитию компьютеризации и информационно-коммуникационных технологий.
Сейчас одной из главных задач является определение плана работ и первоочередных задач Координационного Совета. В связи с этим я бы хотел узнать Ваши предложения по первоочередным задачам, которые необходимо включить в план работ Координационного Совета для дальнейшего развития ИКТ в Узбекистане. (например, внедрение пиринга между местными провайдерами и т.д.)

- professional teachers for students;
- computer accessories (printers, fax, modems, monitors, etc.) manufacturing in our country.
- more IT, CS, and other ICT related field training course grants (like UMID but without any 5 year obligations) for the short time (3 - 9 months program)
- more free e-library places (with Internet connection with free registration).
- more ICT tv, radio shows, live FAQs, etc.
- more exhibitions.
- Silicon Valley kinda place (with some tax cuts)
- many many others (I'll write it later)
wow here comes innovation
first of all you guys should have exact statistics or get anything close to it - if you do not know what the situation is how you gonna change the market
I personally have not found anything besides CER (Centre for Economic Research) report ( of available sources), and the report lacks a lot of things
if anyone knows the sources please please tell me
then education education education- people who know stuff should be enncouraged to teach, encouraged by money, priviliges -- removing all kinds of unnecessary administrative obstacles
public libraries should have computer rooms with available Internet access ( why in our country if someone wants to use free Internet has to go IREX or World Bank, we have to have ourt own right?)

Public Internet Houses, more Cyber cafes and LITERATURE! I couldn't find a good Perl book in Tashkent and have to download docs.
A crappy Perl book costs around $15-20 here. <laughing>
More opportunity for young programmers/designers/etc. Why any external training in ICT field is granted only for old teachers,
who know only EC computers?
Work out legislative base to:
1. Let local specialists to recieve contracts from foreign companies
2. Let foreign companies to open business here and be able to repatriate profit (yes, currency convertibility again!)
3. Let universities decide themselves how many students to admit in ICT instead of Cabmin telling them how many and on what specialty
4. Decrease taxes and custom fees for ICT companies.
5. Open up Internet (52nd Resolution of CabMin about monopoly of UzPAK)
these are just a few suggestions,

- more and more i-festivals (mini i-festivals), maybe something different every week;
- Internet access hour awards (by radio, TV questioniers, TV games - like who wants to be a millioniar, but maybe something like "Who wants to get 1000000 seconds or minutes of Internet" or );
- assosiation of ISPs;
First of All - reform Educational system.
At UWED we are studying Microsoft Access, Lexicon, Norton Commander, HTML - why do we need it? Lexicon is out of date! They teach us that only because:
1) it's defined in a curriculum
2) UWED's 486 computers can't run more!
Further foreign policy professionals are learning database design and Office MACROS scripting!

Creation of such a Coordination Council might be good, however, there should be at least following principles for sustainable development of this sphere (actually pertaining to other fields as well):
1. Promotion of ICT should go hand in hand with business opportunities in this sphere. Whatever funding the government might allocate to the sphere if it does not serve as a basis for the development of private businesses, such funding will not be sustainable. The more business opportunities are created, the quicker will be the development. Thus, I would propose that the main aim for the Coordination Council be to look for, provide funding and develop business opportunities. Several possible directions are but not limited to the following:
A. Business research;
B. Development loans to existing IT companies;
C. Creation of joint ventures with foreign companies.
These and other works should lead to creation of a critical mass of companies able to put the development of ICT in Uzbekistan to sustainable level.
2. Creation of system for quickest possible attainment of new technologies and knowledge for increaing the productivity of the economy. The above companies would be the primary agents, but all the other spheres of the economy should get an access to technologies. ICT is necessary only if it can help to increase productivity in certain industries. No one needs PIV's if they are used just for typing and playing games.
Usually, adoption of a new technology leads to increased unemployment and other social disturbances (higher profits to leaders, increased dependence on foreign markets and etc.), and the primary concern of the Council should be creation of new jobs.
3. Fully support and reward all private and public initiatives in using, distributing and developing ICT. This should include education, on job and short term training, special rewards for the best practices and etc.
I think the role of the government might be limited to the above main aspects. It is important to note that ICT is not a separate sphere - it should be a supporting base to all branches of the economy, making their work more productive.

Whatever that ICT is, <Qiziqqan>'s proposals sound very-very sensible...
It is indeed important to create the conducive environment with relevant incentives for the development of ICT in Uzbekistan rather then pushing the process artificially.
It is equally important to engage as many traditionally unrelated enterprises and businesses into the network so that each party of the network realizes the potential benefits both for itself and the partners.
That's the paradigm that lies behind, for example, the national innovation systems (NISs) in developed countries like USA, France, Japan, Germany and others.
