[edit] 1. Economic Development

Currently Uzbekistan is in deep economic crisis due to two major factors: a. laws are directed at suppressing entrepreneurial activity via various limitations, b. bureaucratic apparatus that preys on entrepreneurs through vast authority given to it. There need to be a new Economic Codex that will provide a new set of rules for businesses. Major goals of the the new Codex are a. highest economic freedom possible, b. fair distribution of created wealth, avoiding concentration of extreme wealth in a few hands. c. Simple FairTax system when every transaction is taxed with small amount (10-20%) and no other taxes, d. companies are controlled by people who work there by democratic mechanisms, interests of investors are protected by law, e. land and natural resources of Uzbekistan are property of the people of Uzbekistan, therefore any commercial land development is leased to highest bidder for limited time (3-5-10 years) and proceeds go to special fund that distributes money to all people of Uzbekistan. Same with natural resources.

Government currently is directed at suppressing popular criticism of people and does not serve its purpose. Republican-level government is out of touch with realities of rayons and rayons cannot make republican government address issues they face. This problem can be solved through: 1. most of the power of governance is given to rayons. 5 candidates with most votes are elected to Rayon Kengashi via popular vote every year and they serve 4 years (total 20 people at Kengash). All rayon branches of Executive Government report to Rayon Kengashi: Hokim, Police Chief etc and are appointed by Kengash. see more: http://forum.arbuz.com/showpost.php?...65&postcount=2 There should be independent, strong judiciary at every level. Something similar to Supreme Court should be formed from several courts of Uzbekistan (Konstitucionniy Sud + Verhovniy Sud + ...)

Government should not provide any services to its citizens. Companies should provide those services and Government should pay for those services. Main goal is to employ market mechanisms of competition and entrepreneurship in order to drive prices down and improve quality of services, and second goal is make sure that people who cannot afford to pay for the services will get the basic service at a good standard.

It must be professional, compact, well-equipped and well-paid. The Defense Doctrine will remain the same. Cooperation to improve quality of military should be with leading military powers, namely, Russia, US, EU, China, India, Turkey.

These are very rough, incomplete and preliminary sketches of what government should look like. But this is a very good basic principal foundation upon which entire structure can be built upon.

There is certainly a need for new Constitution in order to implement these ideas.
